<br />MINUTES <br />SPECIAL MEETING <br />SPECIFIC USE BOARD <br />CITY HALL WEST ANNEX <br />CONFERENCE ROOM <br />150 1ST STREET S.E. <br />PARIS, TEXAS <br />MONDAY, DECEMBER 20, 2004 <br />10:00 0'CLOCK A.M. <br />1.The Specific Use Board Meeting was called to order by Mayor Curtis Fendley <br />at 12:00 P.M. <br />A.The following members were present: <br />Reeves Hayter <br />Shawn Napier <br />Bob Hundley <br />Lisa Wright <br />B.Also present was Larry W. Schenk, City Attorney. <br />The City Attorney explained the ordinance establishing this board to the <br />members. <br />2. <br />Consideration of and possible action on a specific use permit to place a 50' <br /> Steve Meier <br />business sign at 2035 Spur 139 (new Tractor Supply Company). <br />or Mays and Company Real Estate Development explained that the reason for <br />the requested height of the sign was due to the gas station canopy on the <br />loop blocking the view of the sign from west-bound traffic. Bob Hundley <br />asked if the view was blocked by the billboard in front of the mobile home <br />park, and Lisa Wright advised it was not but that the canopy might obscure <br />the view somewhat. <br />Todd Bass with Installation Sign Company advised the board that the U.S. <br />Sign Council recommends a sign height adequate to allow drivers to register <br />what they are seeing at a speed of 55 mph, which meant they would need <br />visibility of 800 feet on the Loop. <br />Lisa Wright stated she was concerned over what kind of precedent allowing <br />a sign of this height would set, and Mayor Fendley asked where we would <br />stop. Mr. Bass if 45 feet would be adequate and he stated it would. <br />Motion to permit a 45' sign was made by Shawn Napier, seconded by Bob <br />Hundley. Motion carried 4-1, with Lisa Wright voting against. <br /> <br />
