<br />MINUTES <br />SPECIAL MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />CITY HALL WEST ANNEX <br />CONFERENCE ROOM <br />150 1ST STREET S.E. <br />PARIS, TEXAS <br />WEDNESDAY, DECEMBER 8, 2004 <br />12:00 0'CLOCK P.M. <br />1.The Historic Preservation Commission Meeting was called to order by Vice- <br />Chairman Barbara Wilson at 12:00 P.M. <br />A.The following members were present: <br />Arvin Starrett, Chairman <br />Sue Lancaster <br />Paul Denney <br />Jerry Raper <br />Ann Rodgers, Secretary <br />Claudia Hunt <br />Alternate:Brian Wear <br />B.The following members were absent: <br />Alternate:Becki Norment <br />C.Also present was Lisa Wright, Historic Preservation Officer. <br />2. <br />Discussion of and possible action on recommending revisions to the tax <br />exemption ordinance for historic districts to consider allowing exemptions <br /> Barbara Wilson explained to the <br />for new construction or additions. <br />Commission that an ordinance granting tax exemptions had already been <br />adopted, but that the Council would be considering revisions in order to <br />extend those exemptions to infill to be structured like tax abatements. Paul <br />Denney stated we needed to give some kind of incentive is we cant success <br />for the downtown. The Commission was of the consensus that exemptions <br />be extended for infill, that it is willing to extend the boundaries of the district <br />if necessary to assist with this, and that the Council should establish the <br />length and value of the exemption. Motion to recommend this to the City <br />Council was made by Paul Denney, seconded by Sue Lancaster. Motion <br />carried 7-0. <br />3. Lisa Wright handed <br />Receipt of report from the Historic Preservation Officer. <br />out the attached report. <br /> <br />
