February 17, 2005 <br />Page 2 <br />Ressler stated that the plane owner should be responsible for making sure a <br />mechanic is licensed. He said it was ludicrous to make someone come down <br />to City Hall to get a permit. Mr. Fasken recommended that mechanics should <br />check in with Jerry Richey so that he can make sure they’re licensed. <br />Vic Ressler asked if the City did not have an umbrella on liability, and Tony <br />Williams stated it would not cover someone working on a plane. Mr. <br />Michaelwicz stated that the biggest issue was to make sure the City was <br />protected. Andy Fasken advised the Board that marinas now require renters <br />to have liability insurance because a fire spread to other boats. Vic Ressler <br />told the Board this would preclude someone who doesn’t work much from <br />coming to the Airport to work, and Andy Fasken stated this would not be a <br />bad thing since that person’s income obviously didn’t depend on his <br />mechanic job, unlike Mr. Smyers. <br />Tony Williams told the Board the City had too much invested at the Airport to <br />say we didn’t care whether someone had insurance. Mr. Ressler stated that <br />the City did not make AAA get liability insurance, but they use City streets to <br />get to their job sites. Ms. Wright advised the Board that the City does require <br />franchises and liability insurance of any business that utilizes the City streets <br />as an integral part of its business, such as taxi and wrecker companies. Mr. <br />Fasken asked if requiring insurance might cause a company not to operate <br />from the Airport, resulting in the loss of a service. <br />Motion to table this item was made by Don Morrell, seconded by Glenn <br />Chapman. Motion carried 5-0. <br />6. <br />Recommending to the City Council a replacement for outgoing Board member <br /> Motion to recommend Mark Cunningham was made by Andy <br />Victor Abeles. <br />Fasken, seconded by Don Morrell. Motion carried 5-0. <br />7. Lisa Wright told the Board that <br />Receipt of report from the Airport Director. <br />Tony Williams would be reporting regarding his research into building new T- <br />hangars. Mr. Williams advised the Board that he had spoken with KSA <br />Engineers. In Mount Pleasant, they had recently built and 8-unit nested T- <br />hangar and they faxed a drawing, which he presented to the Board. He stated <br />that a ballpark estimate was $30-$32 per square foot. Mr. Williams told the <br />Board there were grant funds available, but that, since we hadn’t done a <br />project since 1999, hangars would not be placed above safety issues if <br />anything needed to be addressed. Ms. Wright stated that Tommy Haynes had <br />told her after his retirement that all safety issues had been addressed. Mr. <br /> <br />
