<br />MEMORANDUM <br /> <br />TO: <br /> <br />TONY N. WILLIAMS, CITY MANAGER <br /> <br />FROM: <br /> <br />LISA WRIGHT, DIRECTOR OF COMMUNITY DEVELOPMENT <br /> <br />DATE: <br /> <br />APRIL 7, 2005 <br /> <br />SUBJECT: <br /> <br />PLANNING AND ZONING RECOMMENDATION AND REPORT FROM <br />NOVEMBER 1, 2004, AND DECEMBER 6, 2004 <br /> <br />At its November 4,2004, meeting, the City Council tabled a zoning request from Toby Yoder <br />for a change in zoning from an Agricultural District (A) to a One-Family Dwelling District No.3 <br />(SF-3) with Specific Use Permit (39) Mobile Home on Lot 17, City Block 323 (Tract 1), being <br />number 2514 19th Street N. W. The Planning & Zoning Commission had previously recommended <br />denial of Mr. Yoder's zoning request by a vote of 7-0 with opposition being present. At the <br />November 4 meeting, the Council also asked the Planning & Zoning Commission to review the <br />Comprehensive Plan and consider amending it to establish this area as a location for mobile homes. <br /> <br />At its December 6,2004, meeting, the Planning & Zoning Commission stated that it felt there <br />were more areas than just this one that should be addressed and that more information was needed <br />in order to make a full recommendation considering the complexity of the law with regard to <br />manufactured housing. Although no formal action was taken at this meeting, it was the consensus <br />of the Commission that this location was not appropriate for such a subdivision because there were <br />already numerous houses built. <br /> <br />Mr. Yoder has been advised that the Planning & Zoning Commission is in the process of <br />amending the entire Comprehensive Plan and that it could be some time before that process is <br />complete. He has recently contacted me, however, and stated that he does not wish to wait for that <br />process to be completed and has asked that his zoning request be again taken up by the City Council. <br /> <br />Because Mr. Yoder's request was denied by the Planning & Zoning Commission, a three- <br />fourths (3/4) vote by the City Council is required in order to approve the zoning change. Attached <br />hereto are copies of the minutes from the November 1, 2004, Planning & Zoning Commission <br />meeting for reference. <br /> <br />/lw <br />Attachment <br />
