Deliberate and act on appointment of additional members to the Task Force. <br /> <br /> Mayor Hashmi appointed the following individuals to the Task Force: Three <br /> Council members; John Wright, Richard Grossnickle, and Robert Avilia; two Building <br /> and Standards Members; Don Wilson and Vicki Ballard; Three At large members; Jean <br /> Schweers, Keith Flowers and Mr. Enloe; One Historic Preservation Commission <br /> member, Arvin Starrett; Interim City Manager, Gene Anderson; and City Attorney, Kent <br /> McIlyar. <br /> <br /> 4. Deliberate and act on goals of the Task Force. <br /> <br /> Don Wilson, Co-Chairman stated tonight we need to come up we some goals. The <br /> Task Force should get feedback from the public to help establish goals and meet about <br /> those findings at the next meeting. The following are goals and objectives Co-Chairman <br /> Wilson hopes to address: <br /> <br /> - Identify truly unsafe buildings and prioritize that level <br /> - Change focus from demolition to repair <br /> - Examine what we can do to go from filing liens to foreclosures or judgments <br /> - Need Council to commit funds to take down any building in an emergency <br /> - Change orders from demolition to encourage owners to be a part of the process as a <br /> partner <br /> - Develop a system and post on line results of action taken by BSC and monitor <br /> progress through report of status on properties <br /> - Rework demolition list <br /> - Look at power to fine violators, establish a reasonable amount as a fine amount. <br /> - City hire a visiting judge to hear cases that local courts will not hear <br /> - Main goal should be to make sure no building is unsafe because we failed to monitor <br /> and repair <br /> <br /> Task force members conducted a lengthy discussion and questioning of staff regarding <br /> actions, reactions and responsibilities for meeting minutes, enforcement and fines. <br /> <br /> Mr. Wilson further stated that a report needs to be made back to the Building and <br /> Standards Commission on the status of properties that have orders. The Task Force also <br /> needs a copy of the report given by Gene Anderson to Council regarding 301 Bonham <br /> Street to follow up on how things happened. <br /> 5. Deliberate and act on dates and times for the Task Force meetings. <br /> <br /> No action taken. <br /> <br /> <br /> 6. Deliberate and act on a plan of action for dealing with substandard structures in the City <br /> of Paris. <br /> No action taken. <br /> <br /> <br /> <br /> <br /> <br /> <br /> 29 <br />
