<br /> <br /> <br /> <br /> <br /> <br /> MEMORANDUM <br /> <br /> <br /> <br /> TO: Gene Anderson, Interim City Manager <br /> <br /> FROM: Shawn Napier, P.E., Director of Engineering, Planning & <br /> <br /> Development <br /> <br /> DATE: February 23, 2012 <br /> <br /> <br /> SUBJECT: Clarksville St. Sidewalk Replacement Project <br /> <br /> <br /> The City of Paris has explored the option of placing the current overhead utilities underground in conjunction <br /> with the sidewalk replacement project along Clarksville Street. ONCOR and Suddenlink have facilities in <br /> the two block area just east of the plaza. Bids have been received for the Sidewalk project ant utility <br /> relocation. The low bidder was Bobby Smallwood Construction. His bid for the Sidewalk replacement was <br /> $186,875.72 and $50,130.90 for the additional work of placing the utilities underground. City Staff and our <br /> Consultant sat down with the contractor and looked at ways to decrease the overall contract amount. <br /> Through the process the base bid amount went from $186,875.72 to $169,396.47 by changing the type of <br /> sidewalk drains and not doing concrete resurfacing on two concrete areas that are currently over basements. <br /> The contractor is still looking at other ways to decrease the overall project cost. <br /> <br /> If the City decides to have the utilities placed under ground we will need to go through the cost recovery <br /> process with ONCOR. The City has included the "civil work" in our bid. This means that ONCOR will <br /> supply the City with the PVC pipe and precast pads for transformers and secondary hand holes (boxes in the <br /> sidewalk). ONCOR will come in after the underground pipe is installed and pull the electric lines through <br /> the PVC lines. <br /> <br /> Other estimated fees include: the transfer of electric services from weather heads to underground lines and <br /> replacing the meter bases that are not up to code - $8,800.00, The fee for Suddenlink to install cable into the <br /> PVC - $1,262.30, Cost for additional easements (surveyor) and bollards around pad mounted transformers - <br /> cost will primarily depend on easement acquisition. The light poles for the project cost $17,406.40. <br /> <br /> The grant for the sidewalk replacement did not include money for placing utilities underground. Any <br /> additional funds would be the City's responsibility. The grant amount for the project is $150,000.00 and the <br /> City of Paris matched that with $45,000.00, for a total of $195,000.00. <br /> <br /> The following are other project cost: Hayter Engineering - $12,750 and Municipal Development Services - <br /> $15,000. The amount of additional money needed to fund the project would be approximately $25,000. <br /> <br /> If the City elected to place the overhead utilities underground an additional $62,000 would be needed. The <br /> cost for the base bid and alternate would be approximately $219,527.37. The overall project cost is <br /> $279,746.07. The shortfall for the base bid is approximately $38,500 and $100,700 for the overall project. <br /> <br /> <br /> 2rl" C <br />
