Regular Council Meeting February 27, 2012 Page 10 Council Member Wright gave an update on the progress of the City Council Task Force on Substandard Structures. He said their preliminary suggestions were to develop a flow chart to address the dilapidated structures to eliminate short falls; develop a tracking sheet with prioritizing properties, tracking progress reporting status and anline postings; review BSC and HPC ordinances to make them work together; investigate becoming a court of record or get support from local courts; and recommend to the City Council to budget monies for engineering, repairs, and demolitions. 23. Report on code requirements for testing of natural gas systems and requirement of pressure test, deliberate and provide direction to staff or possibly new policy for pressure testing. Mayor Hashmi asked that City Council table this item after Mr. Anderson's report, citing that several citizens also wanted to give their input. Motion carried, 7 ayes - 0 nays. Council Member Grossnickle left the meeting at 7:15 p.m. 24. Deliberate and act on creation of a city planner position. Mayor Has}uni said this was inadvertently placed on the Agenda and asked for a Motion to table the item. A Motion to table this item was made by Council Member Pickle and seconded by Council Meinber McCarthy. Motion carried, 6 ayes - 0 nays. 25. Deliberate on the 2012-2013 Budget and provide direction to City Staff. Mayor Hashmi said he had several suggestions for the upcoming budget process including beginning the budget discussions in July; determining the available funds; that Council Members be actively involved in the budget preparations; that each Council Member take on the task of doing an in depth study of an individual department; each Council 1Vlernber discuss with the assigned deparhnent head the department's budget requests; determining the needed capital expenses and separating those needs from the wanted items; that the City Council direct the goals of the budget and priorities; that the City Council determine the amount of the budget; and that the City Council give directions as to setting of the tax rate. 26.
