Regular Council Meeting <br />February 13, 2012 <br />Page 5 <br />Chief Grooms reported about the department's overtime and staffing ]evels. Council <br />Member Wright questioned why the same employees always got overtiine. Chief Grooms said <br />that they needed three new firefighters to avoid overtime. Council Member Pickle wanted to <br />know the miniinum number of firefighters required. Chief Grooms said a minimum of fifteen. <br />Council Member McCarthy said he wanted minorities recruited for the department. Chief <br />Grooms alsa said they may be able to get a SAFER Grant. Council Members Wright and <br />Frierson said the overtime and staffing levels should be discussed during the budget process. <br />Mr. Anderson agreed that it was a budget discussion item, but said this report was given at the <br />request of Council Member Pickle to detennine the costs of overtime versus hiring of additional <br />firefighters. <br />14. Deliberate and act on RESOLUTION NO. 2012-007: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, ACCEPTING THE BID AND <br />AWARDING THE CONTRACT FOR THE 2011-2012 WATER AND WASTEWATER <br />CAPITAL IMPROVEMENTS PROJECT TO FOUR THIRTEEN, INC., THE LOWEST <br />RESPONSIBLE BIDDER; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Hashmi said a Motion to remove this item from the table was needed prior to <br />deliberation. <br />A Motion to remove this item from the table was made by Council Member Frierson and <br />seconded by Council Member Pickle. Motion carried, 7 ayes - 0 nays. <br />Mr. Napier said the overall amount of money budgeted for the capital replacements was <br />$461,000, a combined amount for water and wastewater. He said since that time $76,000 had <br />been spent to date, which leaves a remaining fund balance of $384,000. He said two of the three <br />items for this project cost $345,000. Council Member Wright questioned the cost of the <br />engineering services. Mr. Napier explained that some of the designs had to be shifted around <br />such as the Sherman Street part because of an emergency water break. <br />A Motion to accept Four Thirteen, Inc. bid in the amount of $345,155.10 and authorize <br />the City Manager to negotiate all documents was made by Council Member Pickle and seconded <br />by Council Member Avila. Motion carried, 6 ayes - 1 nay, with Council Member Wright casting <br />the dissenting vote. <br />Council Member Pickle asked the City Attorney to draft an Ordinance to allow local <br />bidders and the 3% rule. Council Member Pickle said that he wanted it placed on the next <br />Agenda. <br />15. Deliberate and act on RESOLUTION NO. 2012-008: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, ORDERING THE REGULAR <br />MUNIGIPAL ELECTION FOR THE CITY OF PARIS, TEXAS, TO BE HELD ON <br />THE SECOND SATURDAY IN MAY 2012, SAME BEING THE 12TH DAY OF MAY <br />2012, FOR THE PURPOSE OF ELECTING MEMBERS OF THE PARIS CITY <br />_1 006 <br />
