<br />MINUTES <br />SPECIAL JOINT MEETING <br />PLANNING AND ZONING COMMISSION AND CITY COUNCIL <br />SUBCOMMITTEE FOR THE PECAN PLACE SUBDIVISION <br />CITY HALL WEST ANNEX-CONFERENCE ROOM <br />150 1 ST STREET SE <br />PARIS, TEXAS <br />MONDAY, MAY 23,2005 <br />12:00 NOON <br /> <br />1. <br /> <br />The Special Joint Meeting of the Planning and Zoning Commission and City <br />Council Subcommittee for the Pecan Place subdivision was called to order at <br />12:10 p.m. by Chairman Reeves Hayter. <br /> <br />A. <br /> <br />The following members were present: <br />Bobby Myers <br />Karen Wilkerson <br />Rick Poston <br /> <br />B. <br /> <br />The following members were absent: <br />Carl Lucas <br /> <br />C. <br /> <br />Also present were Shawn Napier, City Engineer; Lisa Wright, Director <br />of Community Development; Brandon Chaney, surveyor; and Mitzi <br />Rader, developer of Pecan Place. <br /> <br />2. <br /> <br />Discussion of and possible action on recommending the approval of the <br />Master Plat for the Pecan Place Subdivision. Reeves Hayter reminded the <br />Subcommittee that the issues regarding the plat were (1) there was no <br />entrance on FM 195, (2) a collector street needed to go all the way through the <br />subdivision, (3) there was a dangerous curve by Brownwood Subdivision, and <br />(4) whether there should be curb and gutter along 36th Street. <br /> <br />Items one and two had been addressed by extending a street from 34th <br />through to FM 195. Item three had been addressed by removing the corner lot <br />from Phase I and making it ineligible for construction. <br /> <br />With regard to Item 4, the Subcommittee discussed whether it should <br />recommend to the City Council that curb and gutter be required along 36th <br />Street. The developed stated that the Rader Family Trust hoped to sell lots in <br />Phase I in order to gain capital to build later phases. She cited concerns over <br />the cost and the problems that could result from curb and gutter being built <br />at a location to which drainage comes from an area where there is no curb <br />and gutter. She referenced other subdivisions in the area that were not <br />required to build curb and gutter. <br />
