Paris Economic Development Corporation <br />Meeting Minutes <br />February 27, 2012 <br />Board Members Staff <br />Present: Pike Burkhart, Sr. Present: Steve Gilbert, PEDC <br />Kenny Dority <br />Rick Poston <br />Bruce Carr <br />Doug Wehrman <br />Shannon Barrentine, PEDC <br />Ex-Ofticio Members <br />Present: Judge Chuck Superville <br />Guest(s) <br />Present: Delbert Horton, Chairman, <br />SuRRMA <br />Holland Harper, SuRRMA Brd. <br />Curtis Fendley, SuRRMA Brd. <br />Jeff Paris, eParisEXTRA <br />Legal <br />Counsel: Kent Mcllyar <br />City Council <br />Liaison: None <br />1) Pike Burkhart, called the meeting to order at 3:40 p.m. Pike welcomed those present. <br />2) New Business: <br />a) Discussion and possible action to approve the Resolution in support of funding a portion of <br />the Right-of-Way acquisition costs and utility relocation costs for upgrading and widening <br />State Highway 24 from City of Cooper, Texas, southwest to the Delta-Hunt County line in <br />the amount anticipated to be $1,450,000; making other findings and provisions related to the <br />subject; declaring an effective date; and pending final review by Legal Counsel and <br />authorizing the Paris EDC Chair to execute same. <br />b) Discussion and possible action to approve an Interlocal Cooperative Agreement among Delta <br />County, Lamar County, City of Paris, Paris Economic Development Corporation, City of <br />Cooper and the Sulphur River Regional Mobility Authority (SuRRMA) relating to the <br />anticipated transfer of certain lawfully available funds from these entities to cash fund the <br />appropriate portion of an escrow/construction account and/or to make debt service payments <br />over the time to SuRRMA for the benefit of the Texas Department of Transportation to widen <br />an approximate 10.4 mile segment of State Highway 24, pending final review by Legal <br />Counsel and authorizing the Paris EDC Chair to execute same. <br />Chairman Burkhart read Items A& B for consideration. Delbert Horton, Chairman of the Sulphur <br />River Regional Mobility Authority (SuRRMA) explained the project and answered questions from <br />those present. <br />11 <br />
