<br />.. <br /> <br />T <br /> <br />SPECIAL MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />August 1,2005 <br /> <br />1. <br /> <br />The City Council of the City of Paris met for a special meeting at 6:00 P. M. Monday, <br />August 1,2005, at the Love Civic Center, 2025 South Collegiate Drive, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Curtis Fendley <br /> <br />Council Members: Tim Ray, Richard Manning, Mayor Pro <br />Tern, Mary Ann Fisher, Karen Wilkerson, <br />Rick Poston and Don Wilson <br /> <br />City Staff: <br /> <br />City Manager Tony N. Williams, City <br />Attorney Larry W. Schenk, City Clerk <br />Janice Ellis <br /> <br />2. <br /> <br />Public Hearing pursuant to Chapter 7 of the City Charter and Section 43.142 of the <br />Local Government Code, to consider the disannexation of two tracts of land forming <br />a portion of the current outer boundaries of the city limits of the City of Paris, being <br />a 63.397 acre tract at the most westerly boundary line and a 193.94 acre tract at the <br />most easterly boundary line. <br /> <br />Mayor Fendley opened the public hearing and asked for anyone speaking in favor of <br />this item to do so. No one spoke in support of this item. Mayor Fendley asked for anyone <br />speaking against this item to do so. With no one speaking, Mayor Fendley closed the public <br />hearing. <br /> <br />3. <br /> <br />ORDINANCE NO. 2005-034: AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF <br />ORDINANCES, CITY OF PARIS, BE REVISED BY AMENDING CHAPTER 30 <br />OF SAID CODE; PROVIDING FOR THE ESTABLISHMENT OF <br />REINVESTMENT ZONE NO. 11; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES <br />OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING <br />FOR AN EFFECTIVE DATE OF AUGUST 1, 2005. <br /> <br />Larry Schenk explained that this item was in support of a proposed tax abatement <br />agreement on behalf of Turner Pipe that will be presented to Council August 8th. It involves <br />a proposed expenditure of$2,905,000.00, of which $600,000.00 would be spent to reinforce <br />the foundation of the existing building and the remainder would be used to install two pieces <br /> <br />I <br />
