T

4.

July 13, 2005
Page 3

The banner would be on the southeast corner on the eastern most part
of the corner. The banner would be 7' from the top of the sidewalk and
the sign itself would be 6' tall and short of 2' wide. The banner would
be double-sided with four panels sewn together. Motion to approve
with the condition of using metal or MDF or a solid suñace sign painted
and installed within the existing receptacle by Barbara Wilson,
seconded by Jerry Raper. Motion carried 6-0.

E.

118 1st Street S.E. - Chris Brown. Chris Brown is doing the same as
Walt Brown with one banner and two signs. Motion to approve by Brian
Wear, seconded by Paul Denney. Motion carried 6-0.

F.

116 and 120 Bonham Street - Pat Conrad. There was no one present to
speak.

(1)

Consideration of and action on awarding a facade grant for this
project for 1/2 of the cost. Motion to approve the matching
facade grant, up to $500.00 and the COA by Paul Denney,
seconded by Sue Lancaster. Motion carried 6-0.

G.

825 S. Main Street - Barney W. Bray, III. Brad Hutchison stated that the
parking lot being discussed is the one that spans South Main and 1 st
Street SW. The west half of the parking lot is owned by Washington
Square Apartments. Brad is proposing a 6 foot dog-eared cedar fence.
The application calls for a fence with metal post, but in talking with a
fence contractor, it was determined that the fence would look better
with wood post. Brad is proposing starting the fence at 6 feet in height
and stepping down, 5 feet, 4 feet, then 3 feet. Barbara Wilson asked
about putting up fence that would not impair visibility. Brad Hutchison
said the idea is to screen out undesirable views.

Consideration of and possible action on the following:

A.

Amending the proposed Design Guidelines for the Downtown Historic
District as the same relates to canopies. This item was left on the table.

B.

Continuation of discussion regarding amending the proposed Design
Guidelines for the Downtown Historic District as the same relates to
fenestrations and openings. Motion to table made by Sue Lancaster,
seconded by Brian Wear. Motion carried 6-0.

I
