ORDINANCE NO. <br />98-068 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY <br />OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY <br />THE ZONING MAP OF SAID CITY; ESTABLISHING A PLANNED DEVELOPMENT <br />COMMERCIAL CENTER (PD-al) ON LOTS 3 AND 4, BLOCK 4, S. J. WRIGHT'S <br />GRAND AVENUE ADDITION, ON PROPERTY BELONGING TO JOHN MARK <br />SPENCER, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED <br />AS A GENERAL RETAIL DISTRICT (GR); DESIGNATING THE BOUNDARIES OF THE <br />PLANNED DEVELOPMENT COMMERCIAL CENTER (PD-al) SO ESTABLISHED; <br />PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL <br />ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING FOR AN EFFECTIVE DATE OF JANUARY 1, 1999. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br />Section 1. That the boundaries heretofore established by the Zoning Map and Ordinailce <br />No. 1710 of the City of Paris, Paris, Texas, be, and the same are hereby, changed, and that a <br />PLANNED DEVELOPMENT COMMERCIAL CENTER (PD-al) be, and the same is hereby, <br />established on LOTS 3 AND 4, BLOCK 4, S. J. WRIGHT'S GRAND AVENUE ADDITION, <br />on property belonging to JOHN MARK SPENCER, so as to include in sucll PLANNED <br />DEVELOPMENT COMMERCIAL CENTER (PD-al) the hereinafter described property, <br />which was formerly and is prese»tly designated as a GENERAL RETAIL DISTRICT (GR), and <br />that the boundaries of said PLANNED DEVELOPMENT COMIVIERCIAL CENTER (PD-al), <br />be, and the same are hereby, established as follows: <br />SITUATED within the corporate limits of the City of Paris, County of <br />Lamar, and State of Texas, being a part of the Asa Jarman Survey, being Lots 3 <br />and 4, Block 4, S. J. Wright's Grand Avenue Addition, according to plat of such <br />addition recorded in Volume 53, Page 476, Lamar County Deed Records, and <br />being mare particularly described by inetes and bounds as follows in accordailce <br />with a survey made by R. G. Berry, Registered Public Surveyor, on September 7, <br />1965: <br />BEGINNING at a utility pole at the Southwest corner of Lot 2, Block 4, <br />of said addition; <br />THENCE West with the North Boundary Line of a 16-foot alley a distance <br />of 100 feet to an iron pipe at the Southeast corner of Lot 5 of said addition; <br />THENCE North a distance of 145 feet to an iron pipe in the South <br />Boundary Line of Bonham Street (formerly Grand Avenue); <br />THENCE East a distance of 100 feet, a metal standard at the Northwest <br />corner of Lot 2, Block 4, of said addition; <br />
