Severability. <br /> <br /> If any section, sentence, or clause of this ordinance is <br /> for any reason held to be illegal, ultra vires, or unconsti- <br /> tutional, such validity sha11 not affect the validity of the <br /> remaining portions of this ordinance. <br /> <br /> Section 21. Governing Law; Venue. <br /> This ordinance shall be construed under and in accord- <br /> ance with the laws ot the State of Texas, the City Charter, <br /> and City Codes to the extent that such Charter and Codes are <br /> not in conflict with or in violation of the Constitution and <br /> laws of the United States or the State of Texas. Al1 obliga- <br /> tions of the parties hereunder are performable in Lamar <br /> County, Texas. In the event that any proceeding is brought <br /> to enforce the terms of this ordinance, the same shall be <br /> brought in Lamar County, Texas. <br /> <br /> Section 22. Compliance with Open Meetings Act. <br /> <br /> It is hereby officially found and determined that the <br /> meeting at which this ordinance is passed is open to the <br /> public as required by law and that public notice of the time, <br /> place, and purpuse of said meeting was given as required, in <br /> accordance with Chapter 551, Texas Government Code. <br /> <br /> SECtion 23. Repeal of Conflicting Ordinances. <br /> Al1 ordinances or parts of ordinances in conflict here- <br /> with are hereby expressly repealed. <br /> <br /> <br /> Section 24.
