Motion carried, 7 ayes - 0 nays. <br /> <br />L. <br /> <br />Consideration of and action on the Preliminary Plat of Signature Senior Living, Part <br />of Lot 14, City Block 259, being number 750 N. Collegiate Drive. <br /> <br />Motion to approve by Council Member Manning, subject to the engineer's <br />recommendations. Council Member Fisher - second. Council Member Wilson abstained <br />from voting. Motion carried, 6 ayes - 0 nays. <br /> <br />3. <br /> <br />Public Hearing on the City Manager's Proposed budget for fiscal year 2005-2006 for <br />the City of Paris. <br /> <br />Tony Williams stated that August 8th he presented his proposed budget to Council and <br />on August 29th he proposed a change regarding the service contracts in the amount of <br />$44,000.00. There was an amendment by the Council eliminating service contracts for <br />Breakfast Optimist Club, Lamar County Human Resources and Keep Paris Beautiful. Tony <br />informed Council that the proposed budget was a balanced budget in that the revenues that <br />are anticipated for operation of the City will fund the expenses without the use of any <br />operating reserves. The tax rate is proposed to the stay the same, which is 69.225. The water <br />and sewer fund expenditures are proposed in the budget to be 11,790,850.00. Tony said the <br />public should have an opportunity to express their opinions. <br /> <br />Mayor Fendley stated that they would cover the public hearings under items three and <br />four at the same time. <br /> <br />4. <br /> <br />Public hearing on proposed amendments to the City Manager's Budget for fiscal year <br />2005-2006. <br /> <br />Mayor Fendley declared the public hearings open. <br /> <br />T <br /> <br />I <br />
