Grant funds will be leveraged with local funds to encourage entrepreneurs and <br />support small business development in the region through creating a ventwre development <br />organization (VDO). The Paris EDC and other civic, government, private sector, education and <br />non-profit partner organizations will provide training, mentoring, cross-sector networking, as <br />well as other prograrns alid services to enhance the cflmpetitiveness and survival of new <br />companies and creation of sustainable businesses and good jobs. <br />Project Intermediary and Prime Applicant <br />The Paris Economic Development Corporation (Par3s EDC) will serve as the Project <br />Intermediary and Prime Applicant. The purpose, goals and dutzes of the Paris EDC are defined <br />in our bylaws and are consistent with the desire of the voters of Paris, Texas when they approved <br />the Type A loca] $.0025 (1/4 penny) sales tax that provides operating funds for Paris EDC. The <br />Paris EDC board of directors is appointed by the Paris City Council. The board approves the <br />annual budget, business plan of work and monitors finances of the organzzation. Paris EDC is a <br />component unit af the City of Paris and all funds are administered by the City's Finance <br />Department. Grants, contracts, budgets and accounts payable are approved by the Board and <br />City Council. <br />PEDC's Pwpose is to promote, stimulate and enhance economic development in Paris and <br />Lamar County. <br />PEDC's Goals <br />1. To create new jobs and retain existing jobs. <br />2. Conduct planning, research and job training activities to promote: <br />A. Business retention and expansion. <br />B. Formation of new business. <br />C. Business attraction. <br />3. Develop and implement mazketing strategies to promote PEDC's programs and services and <br />educate stakeholders. <br />PEDC's Core Business is to drive the economic development process for Paris and Lamar <br />County, we will sirive to: <br />1. Earn our Role as Paris' Lead Organization for Business Recruiting, Retention, Expansion and <br />Job Creation. <br />A. Serve as the Single Point of Contact for Prospects. <br />B. Develop & Nuriure Collaborative Partnerships. <br />2. Promote and Market the Paris, Texas Brand and our Location Advantages. <br />A. Launch Targeted Marketing to Fill Project Pipeiine. <br />B. Create a Quick Response Proposal Management Engine. <br />C.
