<br /> <br /> <br /> <br /> <br /> <br /> If sampling performed by the users indicates a <br /> violation the user shall notify the City within 24 <br /> hours of becoming aware of the violation. The user <br /> shall then resample and report the sampling and <br /> analysis and submit the results to the City within <br /> thirty (30) days of becoming aware of the <br /> violation. The user is not required to resample <br /> if . <br /> l. Routine sampling is performed by the user <br /> at a frequency of at least once per month and <br /> the routine resampling will be done and <br /> results received within the thirty (30) day <br /> period of becoming aware of the violatior,. <br /> 2. The City performs sampling of the user's <br /> discharge between the time when the user <br /> performed the initial sampling and the time <br /> the user receives the results of this sampling <br /> and becomes aware of the violation. <br /> (b) The supervisor may at his discretion: <br /> <br /> 1. Have the user sample his discharge and <br /> have analysis done at a mutually agreeable <br /> laboratory; <br /> 2. Sample and send to a competent commercial <br /> or public laboratory for analysis. <br /> <br /> (c) Any necessary quality assurance for pretreat- <br /> ment sampling and analysis shall be consistent <br /> with those of 40 CFR 136 "Guidelines for <br /> establishing test procedures for the analysis <br /> of pollutants," et seq. <br /> Section 34-74. Monitoring Facilities <br /> (a) The City may require to be provided and <br /> operated at the user's own cost and expense <br /> monitoring facilities to allow inspection, <br /> sampling, and flow trieasurement or any combination <br /> of these based upon the significance of the waste <br /> water discharge as determined by the City. The <br /> monitoring facility shauld normally be located on <br /> the user's premises; however, when such location <br /> would be impractical or cause undue hardship on the <br /> user, the City may allow the construction of the <br /> facility in the public street or sidewalk area in a <br /> location that will not be obstructed by landscaping <br /> or parked vehicles. The above shall apply to both <br /> old and new users when monitoring facilities are <br /> necessary. <br /> (b) Whether constructed on public or private <br /> property, the sampling and monitoring facilities <br /> shall be provided in accordance with the city's <br /> requirements and all applicable local construction <br /> standards and specifications. There shall be ample <br /> room in or near such catitrol manhole or facility to <br /> allow accurate sampling and preparation of samples <br /> for analysis. The facility, sampling equipment and <br /> measuring devices shall be maintained at all times <br /> in a safe and proper operating condition at the <br /> expense of the user. <br /> (c) Plans and specifications for construc- <br /> tions of monitoring facilities shall conform to <br /> City standards and shall be approved by the city <br /> engineer. Rental or lease of suitable equipment on <br /> an as-needed basis in lieu of permanent installa- <br /> tion may be acceptable subject to approval by the <br /> -13- <br />
