State and Federal Limitations on <br /> Discharges. <br /> State and/or federal limitations and require- <br /> ments on discharges, which apply to the POTW or its <br /> users, shall apply in all cases where they are more <br /> stringerit that those contained herein, and, where <br /> state and tederal limitations differ, the lower <br /> limit shall apply. <br /> Sec. 34-108. Excessive Discharge. <br /> <br /> No user shall ever increase the use of potable <br /> or process water or, in any way, attempt to dilute <br /> a discharge as a partial or complete substitute for <br /> adequate treatmecit to achieve compliance with the <br /> limitations contained in the federal categorical <br /> pretreatment standards, or in any other pollutant- <br /> specific limitation developed by the City or the <br /> State, including BOD and TSS. Dilution may, <br /> however, be acceptabD as a means of controlling <br /> some of the prohibited discharge levels which shall <br /> be subject to the specific approval of the super- <br /> visor. <br /> <br /> <br /> <br /> -28- <br />
