Staff seeking direction from the City Council regarding the old Police Department building on <br />Bonham Street. <br />POLICY ISSUE(S): <br />Asset maintenance. <br />Various uses have been suggested for the use of the old Police Department Building on Bonham Street <br />from a location for the Health Department to a centralized location for non-profit agencies benefiting the <br />poor. The building was constructed in 1950 to serve as doctors' offices in connection with the <br />Sanitarium of Paris (the forerunner of McCuistion Hospital). The building is 10,592 square feet and is <br />chopped up to a great extent into various small offices. Because it was unlikely that the offices were <br />usable in their existing condition, I had intended to obtain Council permission to use the inmates from <br />the Bonham prison to gut the building and otherwise make it ready for renovation. The Bonham prison <br />administration prefers this type of demolition project for their inmates but was concerned about asbestos <br />possibly being in the building. I contacted ERI Consulting, Inc. of Tyler to conduct an asbestos <br />inspection. Prior to their coming for that inspection, thieves broke into the building and stripped the <br />copper out of the building. While the building was in run down condition before, now it was much <br />worse condition due to the vandalism. ERI Consulting completed their asbestos survey finding asbestos <br />in multiple locations. I have obtained an estimate from ERI Consulting for the abatement of the asbestos. <br />Their estimate is $62,588 for the contractor cost plus $17,840 for the design and monitoring of the <br />removal. There would also be a$3,250 notification fee to the Texas Department of State Health <br />Services.
