All the provisions of this franchise shall be binding upon PCI, its successors and assigns, whether expressly so stated herein or not, and all grants, rights, and privileges secureci by this franchise to PCI shall inure to the benefit of its legal and bonafide representatives, successors and assigns approved as provided herein.
