<br /> <br /> <br /> <br /> <br /> <br /> (c) A vacancy on the Board is filled for the <br /> unexpired term by appointment of the governing <br /> body of the taxing unit that appointed the <br /> director. <br /> (d) A board mernber must be a qualified voter of <br /> the City of Paris or be at least 18 years of age <br /> and own real property in Zone I. <br /> <br /> (e) The Chairman of the Board shall be a member <br /> of the board and shall be appointed by the City <br /> Council of the City of Paris, to serve for a term <br /> of one (1) year. Such term begins on January 1 of <br /> the year following the appointment. The Board of <br /> Directors may elect a Vice Chairman to preside in <br /> the absence of the chairman or when there is a <br /> vacancy in the office of chairman. The board may <br /> elect other officers as it considers appropriate. <br /> (f) The board herein provided for shall not be <br /> appointed unless the same is required by state law <br /> or has duties assigned to it by state law <br /> necessary to tax abatement. <br /> (g) The zone herein established shall take effect <br /> on January 1, 1990, and shall terminate on <br /> December 31, 1996. <br /> (1) The City Council finds that the improve- <br /> ments proposed for the zone are significant, <br /> enhance the value of all of the taxable real <br /> property in the zone and will be of general <br /> benefit to the municipality. <br /> (2) The area of the zone herein created <br /> meets the requirements of Sections 311.005 <br /> and 312.202, Tax Code, Vernon's Texas Codes <br /> Annotated." <br /> Section 2. All ordinances or parts of ordinances in <br /> conflict herewith are hereby expressly repealed. <br /> <br /> Section 3.
