<br /> <br /> <br /> <br /> <br /> <br /> ORDINANCE NO. 84-046 <br /> <br /> AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING <br /> THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY <br /> REVISING CHAPTER 31, 5ECTIONS 31-59 AND SECTION 31-91 OF SAID <br /> CODE; ESTABLISHING THE LIMITS OF PERMISSIBLE AMMONIA DISCHARGE <br /> INTO THE SANITARY SEWERS OF THE CITY OF PARI5 AND ESTABLISHING <br /> SURCHARGES FOR THE EXCEEDING OF SAID LIMIT; PROVIDING FOR A <br /> PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES OR <br /> PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR <br /> EFFECTIVE DATES OF JULY 1, 1984 AND JULY 10, 1984. <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> Section l. That Section 31-59 of the Code of Ordinances of the City <br /> of Paris, Paris, Texas, be amended by adding thereto the following: <br /> "Section 31-59. Specific pollutant limitations. <br /> <br /> <br /> Not to exceed <br /> (all values are in mg/1) <br /> Monthly Daily Grab <br /> Average Composite Sample <br /> Ammonia 30 30 50 <br /> <br /> Section 2. That Section 31-91 of the Code of Ordinances of the <br /> City of Paris, Paris, Texas, be amended so that such shall read as follows: <br /> <br /> "Section 31-91. Surcharges. <br /> <br /> •••(c) A surcharge shall be levied on ammonia concentrations <br /> over 30 mg/1. Such surcharge shall be based on a direct ratio of <br /> nitrogenous oxygen demand (NOD) to carbonaceous oxygen demand <br /> (BODS) . This ratio is computed by dividing the 4.57 pounds of <br /> oxygen which are required to convert one pound of ammonia to <br /> nitrate by the 1.42 pounds of oxygen consumega the stabilization <br /> of one pound of carboneous matter. The BOD5 shall be <br /> multiplied by this ratio to determine an SCR ammonia which will <br /> surcharge the oxygen demand of excess ammonia at a rate <br /> equivalent to the oxygen demand of carbonaceous matter: <br /> (1) The NOD / BODS ratio is established at 3.22 for <br /> calculation of excessive ammonia surcharges. <br /> (2) SCR ammonia shall be equal to the existing SCR BOD5 <br /> multiplied by 3.22. No charge shall be made for ammonia <br /> levels of 30 mg/1 or less. <br /> <br /> (d) Unless otherwise specified, samples shall be twenty-four <br /> (24) hour composites. When a flow-recording device is provided <br /> the samples may be flow-weighted; otherwise, a simple composite <br /> sample shall be used. <br /> (e) The surcharges shall be based on all samples taken in <br /> the previous month or the most recent sample available. In no <br /> case shall the sampling basis be less than two (2) twenty-four (24) <br /> hour composite samples per year if a surcharge is levied. <br /> (f) The City may elect to set a minimum surcharge. Regular <br /> sampling may be suspended on those users, considered by the <br /> Supervisor to be consistently below the minimum surcharge. When <br /> sampling has been suspended, periodic grab samples may be used <br /> to determine if regular sampling should be reinstated. <br /> (g) Prior to the end of a surcharge period, the user may elect to <br /> have his discharge resampled by the City for purposes of <br /> <br /> <br /> 1 <br />
