<br /> <br /> <br /> <br /> <br /> <br /> (1) Determination of monthly average BOD5 of the treatment plant <br /> influent through twenty-four hour composite sampling and lab <br /> analysis reported in pounds per day. <br /> (2) Using a predetermined strength for normal domestic waste- <br /> water from the City of Paris, Paris, Texas, industrial <br /> contribution will be determined by calculating the difference <br /> between the actual BOD and SS received and the amount that <br /> should have been received according to normal domestic <br /> strength. <br /> (3) Each month, using the plant design capacity, the amount in <br /> excess of normal domestic wastewater will be determined as a <br /> percentage of plant capacity; percentage will be assumed to <br /> be the reduction in useful plant capacity life, to be converted <br /> to years using plant design criteria. <br /> (4) A difference in debt services on the treatment plant between <br /> designed useful capacity life and calculated useful capacity <br /> life for that month using the Capital Recovery Factor Formula <br /> i n <br /> n _1 will be determined. <br /> <br /> (5) This recovery figure will be spread over those non-domestic <br /> users exceeding normal domestic wastewater limits according <br /> to their contributions to the total excessive strength flows. <br /> (j) Calculation of shortened capacity life surcharge: <br /> <br /> Where : <br /> A= Average monthly monthly measured BOD5 at <br /> wastewater plant (lbs. per day) <br /> <br /> B= BOD5 in pounds at wastewater plant if received at <br /> predetermined normal domestic wastewater strength. <br /> <br /> C= Design life of wastewater plant (month). <br /> E= Adjusted capacity life (months) <br /> <br /> F= Construction cost for treatment plant. <br /> <br /> G= Amount in dollars to be proportioned among excessive strength <br /> non-domestic users for any given surcharge period. <br /> H= Individual non-domestic user's average BODS contribution (lbs) <br /> in excess of normal domestic wastewater as quantified from City <br /> sampling data during the surcharge calculation period. <br /> <br /> I= Shortened capacity life surcharge. <br /> E= B (C) <br /> A <br /> <br /> G= F i (l+i)E -F i (l+i)C <br /> (1+0 E-1 (l+i)C -1 <br /> <br /> I= (G) H <br /> ~ H <br /> <br /> Shortened capacity life surcharge shall be calculated monthly. <br /> (k) Total surcharges: <br /> <br /> (1) Total surcharge shall be the sum of the excessive strength <br /> surcharge plus the shortened capacity life surcharge. <br /> <br /> <br /> <br /> 3 <br />
