<br /> <br /> <br /> <br /> <br /> <br /> removal" shall be defined as reduction in the amount of a pollutant or <br /> alteration of the nature of the pollutant by the wastewater treatment <br /> system to a less toxic or a harmless state in the effluent as defined <br /> by the Code of Federal Regulations (CFR). <br /> K. REQUIREMENTS FOR TRAPS <br /> <br /> Any user discharging oil, sand, flammable wastes, grease or <br /> wastes containing grease in amounts that will impede or stop the flow <br /> in public sewers shall at his own cost and expense and as required <br /> by the provisions herein provide interceptors or traps of a type and <br /> capacity approved by the City with the following features : <br /> 1) Impervious material construction capable of withstanding <br /> abrupt and extreme changes in temperature; <br /> 2) Watertight and equipped with easily removable covers <br /> which, when bolted in place, shall be gastight and <br /> watertight; <br /> 3) Located as to be readily and easily accessible for cleaning <br /> and inspection; <br /> 4) Maintained by the owner or user at his own cost and <br /> expense; <br /> 5) In continuous and efficient operation at all times. <br /> Approval of traps and interceptors shall be obtained from the <br /> City Engineer. Approval shall in no way relieve the user from <br /> providing traps and/or interceptors of adequate size and design to <br /> bring all discharges into compliance with this ordinance. The user <br /> shall maintain for a period of at least the previous twelve (12) months <br /> records of cleaning of any traps and/or interceptors in his use. <br /> These records shall contain at a minimum the name and address of the <br /> person performing the cleaning service and the dates the service is <br /> performed. <br /> A permit shall be required for operation of traps and <br /> interceptors connected to the POTW when a wastewater contribution <br /> permit is not in effect for the user. A yearly permit fee shall be <br /> charged to cover periodic inspection. This fee shall appear on the <br /> regular monthly bill unless otherwise directed by the Finance <br /> Director. <br /> SECTION .33 MONITORING PROVI5IONS. <br /> <br /> A. INSPECTION AND SAMPLING AND RIGHT OF ENTRY <br /> The City may inspect the facilities of every user to ascertain <br /> whether the requirements of this ordinance are being met according to <br /> the purposes herein stated. Persons or premises occupants where <br /> wastewater is created or discharged shall allow the City or their <br /> authorized representative(s) ready access at any and all reasonable <br /> times to all parts of the premises necessary for the purpose of in- <br /> spection, sampling, records examination or the performance of any of <br /> their official duties. The City of Paris, Paris, Texas, the state <br /> agencies with jurisdiction and the EPA shall have the right to set up <br /> on the user's property such devices as are necessary to conduct <br /> sampling inspection, compliance monitoring anci/or metering op- <br /> erations. If a user has in force security measures requiring proper <br /> identification and clearance prior to entry into their premises, the <br /> user shall make any necessary arrangements with their security <br /> service ( s) so that personnel from the City presenting suitable identi- <br /> fication (or such personnel from state agencies or the EPA) will be <br /> allowed to enter, without delay, for the purposes of performing their <br /> specific responsibilities. In no case shall there be a delay of greater <br /> than ten (10) minutes for access to control points or control manholes <br /> and thirty (30) minutes for access to records or facility inspection. <br /> Sampling shall be done on a 24-hour composite flow-weighted basis for <br /> purposes of determination of surcharges when possible.
