FLOW-MEASURING DEVICES <br /> <br /> Users contributing 25,000 gallons per day of normal domestic <br /> wastewater or its equivalent in BOD and/or suspended solids loading <br /> and any user having a wastewater contribution permit shall provide at <br /> the user's cost and expense a device for measuring wastewater flow. <br /> Its specifications shall be approved by the City Engineer. Users <br /> contributing less than 25,000 gallons per day have the option of <br /> installing an approved flow measuring device. If no flow measuring <br /> device is installed surcharges will be based on 100$ of water usage. <br /> Any user desiring to have his regular wastewater charges based <br /> on less than the percentage return in effect at that time shall install <br /> at his own expense an approved flow measuring device or if the user <br /> is able to furnish records and amounts of water usage incorporated in <br /> final products not returned to the POTW verifiable by the City, he <br /> may have his regular wastewater charges based on a percentage <br /> return less than that in effect at the time subject to the approval of <br /> the City Manager. <br /> All flow meters and/or devices shall be installed so they may be <br /> easily cleaned, serviced, inspected, and calibrated. Users shall <br /> maintain such devices calibrated an in properly operating conditions <br /> at all times. The Superintendent may inspect these devices for <br /> compliance with this ordinance at his discretion. <br /> E. PRETREATMENT <br /> <br /> Users shall provide necessary wastewater pretreatment as <br /> required to comply with this ordinance and shall achieve compliance <br /> with all federal categorical pretreatment standards within the time <br /> limitations as specified by the Federal Pretreatment Regulations. Any <br /> facilities required to pretreat wastewater to a level acceptable to the <br /> City shall be provided, operated and maintained at the user's cost <br /> and expense. Detailed plans showing the pretreatment facilities and <br /> their operating procedures shall be submitted to the City for review, <br /> and shall be approved by the City before construction of the facility. <br /> The review of such plans and operating procedure will in no way <br /> relieve the user from the responsibility of modifying the facility as <br /> necessary to produce an effluent acceptable to the City under the <br /> provisions of this ordinance. Any subsequent changes in the pre- <br /> treatment facilities or operating procedures shall be reported to and <br /> acceptable to the City prior to the initiation of the changes. <br /> The City shall annually publish in a local Paris, Texas, <br /> newspaper a list of users which were in violation of any pretreatment <br /> requirements or standards for forty-five (45) days or longer on any <br /> one occasion during the previous twelve (12) months. The <br /> notification shall also summarize any enforcement action taken against <br /> the user ( s) during the same twelve (12) months. <br /> All records relating to compliance with pretreatment standards <br /> shall be maintained for a period of at least three years and be made <br /> available to officials of the EPA, Texas Department of Water <br /> Resources, or other agency with proper jurisdiction upon written <br /> request. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 18 <br />
