<br /> SECTION .32 DISCHARGE REGULATIONS
<br />
<br /> A. PRIVATE COLLECTION SYSTEM RESTRICTIONS
<br /> No person owning property within two hundred (200) feet of a
<br /> public sewer shall construct, use or maintain or allow to be con-
<br /> structed, used or maintained, on or about such property, any privy,
<br /> cesspool, water closet, urinal, slop sink, slop drain, bathtub, waste
<br /> drain, or any other apparatus for the purpose of receiving or
<br /> removing sewage matter or slop of any kind, unless the same is
<br /> connected with the sanitary sewer system of the City.
<br /> B. CONNECTION TO SEWERS REQUIRED
<br />
<br /> Every building containing plumbing, any portion of which is
<br /> within two hundred (200) feet of an available sewer, shall be
<br /> connected with a public sewer within six months after the owner,
<br /> leasee, or occupant thereof receives written notice from the Director
<br /> of Community Development to do so. For the purposes of this
<br /> provision, notice shall begin upon mailing of said notice by certified
<br /> or registered mail directed to owner, leasee or occupant.
<br /> Upon failure of said owner, leasee or occupant to connect said
<br /> premises to a public sewer, the Director of Community Development
<br /> shall have the right to make the connection of said premises to the
<br /> public sewer and charge the cost thereof, including labor and mate-
<br /> rials necessarily used, as well as any other expenses connected
<br /> therewith, against such owner, leasee or occupant, who shall be
<br /> personally liable for the payment thereof. To secure payment of such
<br /> costs, the City of Paris, Paris, Texas shall have a lien against the
<br /> property on which the connection was made.
<br /> C. WASTEWATER FROM CUSTOMERS OUTSIDE THE CITY LIMITS
<br /> The POTW may elect to accept wastewater from sources outside
<br /> the City of Paris, Paris, Texas. Acceptance of holding tank wastes
<br /> such as, but not limited to, septage may be accepted at the discretion
<br /> of the Superintendent after consideration of the POTW's ability to
<br /> treat the waste properly and with the approval of the Superintendent
<br /> of Public Works, City Engineer and Wastewater Superintendent.
<br /> Unless otherwise directed the rate for acceptance will be twice the
<br /> cost to treat. This shall in no way prohibit the City of Paris, Paris,
<br /> Texas, from making individual contracts between the City of Paris,
<br /> Paris, Texas, and an outside user. No outside user shall make any
<br /> plumbing connection or pump or pipe wastewater to the POTW without
<br /> the specific apprQVal of the City Council of the City of Paris, Paris,
<br /> Texas.
<br /> D. GENERAL PROHIBITIONS
<br />
<br /> No user sYiall contribute or cause to be contributed, directly or
<br /> indirectly, into the POTW, storm drains, ground surface or ground
<br /> water any pollutant or wastewater which will interfere with the opera-
<br /> tion or performance of the publicly owned treatmerit works. Substan-
<br /> ces whose discharge may be prohibited by the Superintendent when
<br /> they interfere with the operation or performance of the publicly
<br /> owned threatment works include but are not limited to the following :
<br /> 1) Any liquids, solids or gases which by reason of their nature or
<br /> their quantity are, or may be, sufficient either alone or by
<br /> interaction with other waste substances to cause fire or explosion
<br /> or be injurious to the POTW or the operation of the POTW in any
<br /> other way. At no time shall two successive readings on an
<br /> explosion hazard meter, at the point of discharge into the system
<br /> (or at any point in the system) be more than five percent (50)
<br /> nor any single reading over ten percent (10 0) of the lower
<br /> explosive limit (LEL) of the meter. Prohibited materials include,
<br /> but are not limited to, gasoline, kerosene, naphtha, benzene,
