<br /> <br /> <br /> <br /> <br /> <br /> 41) Publicly Owned Treatment Works (POTW A <br /> treatment works as defined by Section 212 of the <br /> Act, (33 U.S.C. 1292) owned by the City, <br /> including any sewers that convey wastewater to <br /> the POTW treatment plant, but not including <br /> pipes, sewers or other conveyances not connected <br /> to a treatment facility. <br /> For ordinance purposes, POTW shall also include <br /> any sewers that convey wastewaters to the POTW <br /> from users outside the City, who are by <br /> agreement or contract users of the POTW <br /> treatment facility. <br /> 42) POTW Treatment Plant (Facility) - That portion of <br /> the POTW designed to provide treatment to <br /> wastewater. <br /> 43) Public Sewer - Pipe or conduit carrying <br /> wastewater or unpolluted drainage in which <br /> owners of abutting properties have the use, <br /> subject to the requirements and limitations <br /> imposed by the City of Paris, Paris, Texas. <br /> 44) Receiving Waters - All streams, lakes, ponds, <br /> marshes, watercourses, waterways, wells, <br /> springs, reservoirs, aquifers, irrigation systems, <br /> drainage systems, and all other bodies or <br /> accumulations of water, surface of underground, <br /> natural or artificial, public or private, <br /> intermittant or perennial flowing, which are <br /> contained within, flow through, or border upon <br /> the state of Texas or any portion thereof. <br /> 45) Sanitary Sewer - A public sewer conveying <br /> domestic wastewater, industrial wastes, or both, <br /> into which storm water, surface water, <br /> groundwater, and other unpolluted wastes are not <br /> intentionally discharged. <br /> 46) Shall - is mandatory; May is permissive. <br /> <br /> 47) Significant Industrial User - Any industrial user <br /> of the City POTW who: <br /> <br /> a) discharges 25,000 gallons or more per day, <br /> or <br /> b) discharges a flow greater than 5 0 of the <br /> total daily flow in the city's wastewater <br /> treatment facility, or <br /> c) discharges iri his waste toxic pollutants as <br /> defined pursuant to Section 307 of the Act of <br /> state of Texas statutes and rules, or <br /> d) is found by the City, Texas Department of <br /> Water Resources or the Environmental <br /> Protection Agency to have significant impact, <br /> either singly or in combination with other <br /> contributing industries, on the wastewater <br /> treatment system, the quality of sludge, the <br /> system effluent quality, or air emissions <br /> generated by the system, or <br /> e) any user holding or requiring a wastewater <br /> contribution permit. <br /> 48) Slug - Any discharge of wastewater or industrial <br /> waste which in the concentration of any given <br /> constituent or in quantity of flow, exceeds for <br /> any period of duration longer than fifteen (15) <br /> <br /> <br /> 7 <br />
