<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> ORDINANCE NO. 2536 <br /> <br /> A N ORDINA NCE OF THE CITY OF PA R IS, PA R IS, TEXA S, <br /> PROVIDING FOR ARCHITECTURAL AND HISTORICAL REVIEW <br /> PRIOR TO THE ISSUANCE OF DEMOLITION PERMITS; PROVID- <br /> ING FOR A PENALTY NOT TO EXCEED $200. 00; REPEALING <br /> ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT <br /> HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF <br /> DECEMBER 1, 1980. <br /> <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br /> OF PARIS: <br /> <br /> Section l. That the Director of Community Development, <br /> upon the receipt of a request for demolition permit, shall refer <br /> the same to the Historic Landmark Preservation Committee, <br /> which shall within three (3) days render a decision as to whether <br /> the demolition permit should be immediately issued or should be <br /> delayed for up to ninety (90) days, for the purpose of researching <br /> the historic and architectural significance of the building and <br /> property the subject of the demolition permit request. <br /> <br /> Section 2. H.istoric Landmark Preservation Committee <br /> Created. <br /> <br /> (a) There is hereby created a committee to be known as the <br /> Historic Landmark Preservation Committee of the City of Paris, <br /> which committee shall be composed of fifteen (15) members ap- <br /> pointed by the City Council. The membership of the committee <br /> shall include: One (1) Architect; One (1) Historian; One (1) <br /> member of a board of directors of a local financial institution; <br /> One (1) person with nursery or landscape interest; One (1) <br /> member from the Visitors and Convention Council of the Chamber <br /> of Commerce of Lamar County; One (1) Realtor; One (1) member <br /> of the Lamar County Bar Association; One (1) member from the <br /> Industrial Development Committee of the Chamber of Commerce <br /> of Lamar County; One (1) member from the Lamar County <br /> Historical Commission; One (1) member from the Lamar County <br /> Genealogy Society; Director of Aikin Archives; One (1) member <br /> from Lamar County Historical Society; and three (3) at large <br /> members. <br /> The original committee shall consist of eight (8) members <br /> appointed for one (1) year and seven (7) members appointed for <br /> two (2) years; thereafter all members shall be appointed for two <br /> year terms. All terms expire on June 30, and the members <br /> shall serve without compensation. <br /> <br /> (b) The committee shall meet upon call by the committee <br /> chairman or upon petition of simple majority of the committee <br /> members. Eight (8) members shall constitute a quorum, and <br /> issues shall be decided by a simple majority vote of the members <br /> present. The minutes of each meeting shall be filed in the Office <br /> of the City Clerk. In addition to the fifteen (15) members ap- <br /> pointed by the City Council, the following shall be ex-officio <br /> members: City Attorney, Director of Community Development, <br /> Director of Parks and Recreation, Planning and Zoning Commission <br /> and Parks and Recreation Board. None of the ex-officio members <br /> shall have voting power, but shall assist the committee in its <br /> various functions. <br />
