TO~ TXU CITIES <br /> <br />FROM~ <br /> <br />Jay Doegey, Arlington City Attorney <br /> <br />DATE: March 6, 2001 <br /> <br />SUBJECT: Opportunity for Potential Electric Bill Savings by <br /> Aggregation (Cities Aggregation Power Project, Inc.) <br /> <br />As you may be aware, electric deregulation is currently scheduled <br />to occur on January 1, 2002. The TXU Steering Committee recently <br />approved the formation of the Cities Aggregation Power Project, <br />INC, (CAPP). Under the electric restructuring law passed during <br />the 1999 Texas legislative session, cities and other political <br />subdivisions may create entities, called political Subdivision <br />corporations, to aggregate electric loads and contract for the <br />purchase of electric power and energy from electric power <br />providers in the soon to be deregulated retail electric market. <br /> <br />Aggregation is a vehicle by which cities and other political <br />subdivisions may work together to achieve maximum price advantage <br />by maximizing their aggregated electric load. While CAPP was <br />created by the TXU Steering Committee cities, its membership is <br />open to all Texas cities and other political subdivisions. <br /> <br />Frequently asked questions are attached which address the <br />benefits of membership in CAPP and other details about the <br />purpose and business plan of the group.
