A <br />city contemplating membership in another <br />aggregation project should be confident in <br />its understanding of how the directors intend <br />to price the product. <br /> <br />Both near-term and long-term strategic <br />decisions of CAPP will be made primarily <br />by and for the benefit of cities. It is unlikely <br />that other aggregation projects can make that <br />claim. <br /> <br />If some cities intend to join multiple <br />groups, when do they have to commit to <br />how much they are going to purchase <br />from the group? <br /> <br />At some point it will be necessary for <br />potential members to lock in the <br />membership in order to constitute a board of <br />directors, approve an RFP and pursue <br />contracts, and establish rate making and rate <br />design policies.
