ORDINANCE NO. 2390 AN ORDINANCE DECLARING THE NECESSITY FOR AND OR- DERING THE IMPROVEMENT OF A CERTAIN STREET AND POR- TIONS THEREOF IN THE CITY OF PARIS; ADOPTING PLANS AND SPECIFICATIONS FOR SUCH WORK; AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SUCH WORK; DIRECT- ING THE PREPARATION OF FINAL ESTIMATES; INVOKING THE PROCEDURE PROVIDED BY ARTICLE 1105b, VERNON'S ANNOTATED TEXAS STATUTES, AND THE CHARTER OF THE CITY OF PARIS, PARIS, TEXAS, ADOPTING SUCH STATUTE; DE- TERMINING THAT A PART OF THE COSTS SHALL BE BORNE BY THE CITY OF PARIS AND THE BALANCE THEREOF SHALL BE BORNE BY THE ABUTTING PROPERTY AND THE OWNERS THERE- OF; PROVIDING FOR THE ASSESSMENT AND THE TIME, TERMS AND CONDITIONS OF PAYMENTS AND DEFAULTS OF SUCH ASSESSMENTS AND PRESCRIBING THE RATE OF INTEREST THEREON; PROVIDING FOR THE FIXING OF A LIEN TO SECURE THE PAYMENT OF SUCH ASSESSMENTS, ON BLAKE ROAD, FROM EAST EDGE OF PAVEMENT IN FITZHUGH AVENUE (9TH STREET, N. E, ) APPROXIMATELY 3500 FEET EASTERLY TO WEST EDGE OF PAVEMENT IN 20TH STREET, N. E., AND DIRECTING THE CITY CLERK TO CAUSE A NOTICE OF THE ENACTMENT OF THIS ORDINANCE TO BE FILED IN THE MORTGAGE OR DEED OF TRUST RECORDS OF LAMAR COUNTY, TEXAS. BE IT ORDA INED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section l. That a necessity exists for the permanent improve- ment of those certain portions of the public street hereinafter listed, by grading, construction of underground drainage facilities, curb and gutter, pavement, replacement of inadequate water main and other appurtenances, and such improvements are hereby ordered, the por- tion of such public street to be so improved being designated and de - fined as follows, to-wit: Blake Road, from East edge of pavement in Fitzhugh Avenue (9th Street, N. E. ) approximately 3500 feet Easterly to West edge of pavement in 20th Street, N. E. Section 2. Said street and portions thereof shall be paved with the following type of pavement: A 6" lime stabilized subgrade, 8" crushed stone base and 1-1/2" asphaltic concrete surface course. Pavement is to be 39 feet in width, measured from back to back of concrete curb. Drainage is to consist of various lengths of rein- forced concrete pipe ranging in size from 18" through 54" diameter and installation of curb inlets and Type Y inlets. Water main re- placement consists of installation of approximately 2700 linear feet of 8" water main extending from existing 10" water main in Fitzhugh Avenue to existing 8" water main in 17th Street, N. E. The plans and specifications for such improvements, heretofore prepared by Shimek, Jacobs & Finklea, and now on file with the City Council, are hereby, in all things, approved.
