ORDINANCE NO. 2390 <br />AN ORDINANCE DECLARING THE NECESSITY FOR AND OR- <br />DERING THE IMPROVEMENT OF A CERTAIN STREET AND POR- <br />TIONS THEREOF IN THE CITY OF PARIS; ADOPTING PLANS AND <br />SPECIFICATIONS FOR SUCH WORK; AUTHORIZING THE CITY <br />MANAGER TO ADVERTISE FOR BIDS FOR SUCH WORK; DIRECT- <br />ING THE PREPARATION OF FINAL ESTIMATES; INVOKING THE <br />PROCEDURE PROVIDED BY ARTICLE 1105b, VERNON'S <br />ANNOTATED TEXAS STATUTES, AND THE CHARTER OF THE <br />CITY OF PARIS, PARIS, TEXAS, ADOPTING SUCH STATUTE; DE- <br />TERMINING THAT A PART OF THE COSTS SHALL BE BORNE BY <br />THE CITY OF PARIS AND THE BALANCE THEREOF SHALL BE <br />BORNE BY THE ABUTTING PROPERTY AND THE OWNERS THERE- <br />OF; PROVIDING FOR THE ASSESSMENT AND THE TIME, TERMS <br />AND CONDITIONS OF PAYMENTS AND DEFAULTS OF SUCH <br />ASSESSMENTS AND PRESCRIBING THE RATE OF INTEREST <br />THEREON; PROVIDING FOR THE FIXING OF A LIEN TO SECURE <br />THE PAYMENT OF SUCH ASSESSMENTS, ON BLAKE ROAD, FROM <br />EAST EDGE OF PAVEMENT IN FITZHUGH AVENUE (9TH STREET, <br />N. E, ) APPROXIMATELY 3500 FEET EASTERLY TO WEST EDGE <br />OF PAVEMENT IN 20TH STREET, N. E., AND DIRECTING THE <br />CITY CLERK TO CAUSE A NOTICE OF THE ENACTMENT OF THIS <br />ORDINANCE TO BE FILED IN THE MORTGAGE OR DEED OF <br />TRUST RECORDS OF LAMAR COUNTY, TEXAS. <br />BE IT ORDA INED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS: <br />Section l. That a necessity exists for the permanent improve- <br />ment of those certain portions of the public street hereinafter listed, <br />by grading, construction of underground drainage facilities, curb and <br />gutter, pavement, replacement of inadequate water main and other <br />appurtenances, and such improvements are hereby ordered, the por- <br />tion of such public street to be so improved being designated and de - <br />fined as follows, to-wit: <br />Blake Road, from East edge of pavement in Fitzhugh <br />Avenue (9th Street, N. E. ) approximately 3500 feet <br />Easterly to West edge of pavement in 20th Street, N. E. <br />Section 2. Said street and portions thereof shall be paved with <br />the following type of pavement: A 6" lime stabilized subgrade, 8" <br />crushed stone base and 1-1/2" asphaltic concrete surface course. <br />Pavement is to be 39 feet in width, measured from back to back of <br />concrete curb. Drainage is to consist of various lengths of rein- <br />forced concrete pipe ranging in size from 18" through 54" diameter <br />and installation of curb inlets and Type Y inlets. Water main re- <br />placement consists of installation of approximately 2700 linear feet <br />of 8" water main extending from existing 10" water main in Fitzhugh <br />Avenue to existing 8" water main in 17th Street, N. E. The plans <br />and specifications for such improvements, heretofore prepared by <br />Shimek, Jacobs & Finklea, and now on file with the City Council, are <br />hereby, in all things, approved. <br />
