ORDINANCE NO. 2214 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY ADDING SECTIONS TO BE NUMBERED 9-9 AND 9-10, PROVIDING FOR THE FUNCTIONS, DUTIES AND POWERS OF SHELTER MANAGERS DURING NATIONAL EMERGENCIES; PROVIDING FOR A PENALTY NOT TO EXCEED $200. 00; REPEAL- ING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF APRIL l, 1975. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PAR IS: Section 1. That the Code of Ordinances of the City of Paris be amended by adding sections to be numbered 9-9 and 9-10, to read as follows: "Section 9-9. Public Shelter Managers Established. In case of national emergency, Public Shelter Managers duly appointed by the Civil Defense Director, shall open public shelters, take charge of all stocks of food, water and other supplies stored in said shelter, admit the public according to the City's shelter use plan and take whatever control measures are necessary for the protection and safety of the occupants. "Section 9-10. Authority of Shelter Managers. Shelter Managers are authorized to use reasonable restraint against those who refuse to cooperate with the routine of shelter living under emergency conditions. Re- fusal to carry out the orders of the Shelter Manager and his appointed staff shall be deemed a Class "C" Misde- meanor. " Section 2. Any person violating Section 9-10 of the Code of Ordinances of the City of Paris shall be guilty of a misdemeanor, and upon conviction shall be fined in any sum not to exceed $200. 00. Section 3. All ordinances or parts of ordinances in conflict herewith are hereby expressly repealed. 1975Section 4. This ordinance shall become effective on April l, .
