ORDINANCE NO. 2214 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, <br />PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, <br />BE AMENDED BY ADDING SECTIONS TO BE NUMBERED 9-9 AND <br />9-10, PROVIDING FOR THE FUNCTIONS, DUTIES AND POWERS <br />OF SHELTER MANAGERS DURING NATIONAL EMERGENCIES; <br />PROVIDING FOR A PENALTY NOT TO EXCEED $200. 00; REPEAL- <br />ING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT <br />HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF <br />APRIL l, 1975. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />PAR IS: <br />Section 1. That the Code of Ordinances of the City of Paris <br />be amended by adding sections to be numbered 9-9 and 9-10, to <br />read as follows: <br />"Section 9-9. Public Shelter Managers Established. <br />In case of national emergency, Public Shelter <br />Managers duly appointed by the Civil Defense Director, <br />shall open public shelters, take charge of all stocks of <br />food, water and other supplies stored in said shelter, <br />admit the public according to the City's shelter use <br />plan and take whatever control measures are necessary <br />for the protection and safety of the occupants. <br />"Section 9-10. Authority of Shelter Managers. <br />Shelter Managers are authorized to use reasonable <br />restraint against those who refuse to cooperate with the <br />routine of shelter living under emergency conditions. Re- <br />fusal to carry out the orders of the Shelter Manager and <br />his appointed staff shall be deemed a Class "C" Misde- <br />meanor. " <br />Section 2. Any person violating Section 9-10 of the Code of <br />Ordinances of the City of Paris shall be guilty of a misdemeanor, <br />and upon conviction shall be fined in any sum not to exceed $200. 00. <br />Section 3. All ordinances or parts of ordinances in conflict <br />herewith are hereby expressly repealed. <br />1975Section 4.
