That the sum of $345, 962, 95 is hereby appro- priated out of the Water and Sewer Revenue Bond Fund for the pur - pose of paying accrued interest and making the principal payments as the same mature on the water and sewer revenue bonds, and creating the prescribed contingent and reserve funds therefor.
