qualifies him to make these determinations and recommend them to the City Council who <br />have ultimate authority over the plan. <br />Section 4- Statement of Goals and Objectives <br />■ Provide a wide variety of outdoor recreation activities and facilities that <br />will reach all residents. <br />■ Provide these facilities in all areas of the city to allow individuals an <br />opportunity to walk or ride a bicycle to and from parks facilities. <br />■ Offer facilities and activities for special interest groups such as hike and <br />bike trails, Audubon facilities, fishing clubs, and other groups with special <br />needs. <br />■ Provide handicapped accessibility to all park facilities, both new and <br />existing. <br />■ Upgrade facilities in areas where there is a large number of "at-risk" youth. <br />■ Renovate the two existing city lake areas; make them more accessible to <br />the public. <br />■ Modernize old parks by replacing obsolete and damaged equipment. <br />■ Acquire new land for park areas as it becomes available. <br />A. Facilities Concepts and Design Standards <br />Playground equipment. The number one priority of City of Paris Parks Department is to <br />provide the most desirable and safest equipment possible. Metal and/or fiberglass <br />equipment will be specified for all projects. Due to problems experienced in the past with <br />wood play structures, wood equipment will not be specified because of its relatively short <br />life expectancy and some inherent safety problems, particularly with fasteners, in wood <br />equipment. <br />Tables, benches, bleachers. These items will be aluminum with metal framework in the <br />future. <br />Accessibility to the Handicapped. All new facilities will be made handicapped <br />accessible as they are renovated. <br />-4- <br />
