Denney abstained. <br />5. Deliberate and act on a Resolution of Appreciation for Lyle Vermillion. Ms. Scott <br />presented a sample of the finished resolution. Commissioners requested the Resolution <br />of Appreciation be awarded at the re-dedication ceremony on May 20, 2012. Motion was <br />made by Paul Denney, seconded by Ben Vaughan to approve the Resolution. Motion <br />carried 6-0. <br />6. Future agenda items. Discussion and report from city staff and city attorney on <br />demolition by neglect ordinance. <br />CONSENT AGENDA--- <br />[Items appearing on this consent agenda may be approved by a single vote of the Commission, <br />with such approval applicable to all items appearing on said agenda. If any Commission <br />member desires to discuss and consider separately any item appearing on the consent agenda, <br />that Commission member may do so by requesting that the item be removed from the consent <br />agendu and considered as a separate item.] <br />4. Discussion of and possible action regarding the following structures considered by code <br />inspectors to be in violation ofArticle III of Chapter 7 of the Code of Ordinances of the <br />Ciry of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildirrgs and <br />Sti°uctures> " to determine whether such buildings or structures currently located within <br />the ciry's historic district has specialhistoric signifzcance and should be protected from <br />demolition and recommended for rehabilitation and repair being located at: <br />A. 24 & 26 Clarksville Street - <br />Arvin Starrett stated that in the not too distant past I have refused to act on <br />a property that is already designated, the commission is not empowered by <br />ordinance to act on this structure as it is already designated as a historic <br />property. We need to listen to Robert's report, and I have no problem <br />giving a word back to BSC or code recommending rehabilitation and <br />repair, however noting that we do not have the power under the current <br />ordinance to act. Robert Talley gave report to the commissioners <br />regarding the property. Mr. Talley stated wanted to bring to commission <br />because it is getting worse, the first photos that do not have dates were <br />taking on my cell phone. Dale Mayberry and I met Mr. David Hagey at <br />the property today who gave access to the building and the following <br />photos are from that meeting. A major concern is the down spout from the <br />upper level building which is discharging water directly on to the roof and <br />is against building code. This has caused a lot of damage to this roof and <br />the neighboring roof. Mr. Talley went thru each photo explaining to <br />commissioners the issues found as they inspected the building. Ben <br />Vaughan stated he has examined this building on three different occasions, <br />the damage to the roof at the parapet wall has gotten a lot worse since the <br />14 <br />
