MEMORANDUM <br /> <br />TO : <br /> <br />MAYOR AND CITY COUNCIL MEMBERS <br /> <br />FROM : <br /> <br />MICHAEL E. MALONE, CITY MANAGER <br /> <br />SUBJECT : <br /> <br />"T" HANGERS AT COX FIELD AIRPORT <br /> <br />DATE : JULY 6, 2001 <br /> <br />Council Member Benny Plata has expressed concern regarding the instructions given <br />by the City Council with the recommendation of the Airport Advisory Board in our <br />meeting on June 28, 2001. This item has been placed on the agenda at the request of <br />Council Member Plata. <br /> <br />You will recall that Council determined that three options for construction of "T" <br />hangers would be bid and that Frank Davis, Interim City Engineer, would prepare the <br />necessary plans and specifications. Of the three options proposed, one was at the <br />suggestion of contractor Wendell Moore and was discussed and voted on as follows: <br />(from the minutes) "A motion was made by Councilman Bell, seconded by <br />Councilman Manning, to rebid the 7 unit T-hangar as originally bid, bid the T- <br />hangar with 10 foot 6 inches door height with 40 foot, 6 inches width, and bid <br />with a 12 foot door height with the 42 foot width, all having sliding doors. The <br />motion carried 6 ayes, 0 nays." <br /> <br />Upon further reflection and review, Council Member Plata determined that the <br />proposed width of the door opening in the second option would not be sufficiently wide <br />to accommodate the variety of planes desired and questioned Mr. Moore about his <br />recommendation. Mr. Moore informed Mr. Plata that he knew that 40 foot, 6 inches, <br />would not work and that it was not his suggestion, as he had suggested 42 foot wide <br />doors. Mr. Plata then called me with his concern about the apparent error in bidding <br />an option with a 40 foot, 6 inch, door width. <br /> <br />Upon investigation, it was determined that Mr. Moore had indeed furnished a drawing <br />(see attached) listing the "clear door" width of 40 foot, 6 inches on the T-48 model nested <br />T - hanger manufactured by R & M Steel Company. Mr. Moore was present during <br />meetings of the Airport Advisory Board as the proposed "clear door" width of 40 foot, <br /> <br /> <br />
