<br />AN ORDINANCE AMENDING ORDINANCE N0. 1406, ARTICLE VIII,
<br />SECTION 1 AND SECTION 2(1 ORDIN.ANCE NO. 1495, SECTION 3(f),
<br />AND ORDINANCE NO.1851, SECTION 2( a)1 AND 2, OF THE CITY OF
<br />PARIS, PARIS, TEXAS; DECREASING THE SPEED LIMITS ON CERTAIN
<br />PORTIONS OF F.M. 79, DESIGNATED 19TH STREET, N. W., AND IN-
<br />CREASING THE SPEED LIMITS ON CERTAIN PORTIONS OF F.M. 79, DE-
<br />SIGNATED 19TH STREET, N. W.; PROVIDING FOR A FINE NOT TO EX--
<br />CEED $200.00; REPEALING ALL ORDINANCES IN CONFLICT HEREfnTITH;
<br />AND PROVIDING FOR AN EFFECTIVE DATE OF FEBRUARY 24, 1969.
<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS:
<br />Section 1. That Ordinance No. 1406, Article VIII, Section
<br />1 and Section 2(1 Ordinance 1495, Section 3(f and Ordinance
<br />No. 1 851 , Section 2( a)1 and 2; and all other ordinances in con-
<br />flict herewith, be amended as follows:
<br />(a) State S eed Laws A licable. The State traf'f'ic laws
<br />regulating the speed of vehicles P.C. 827a, Regulating operation
<br />of vehicles on highways, Section 8, Ratr and speed of vehicles. )
<br />shall be applicable upon all streets within this city, except as
<br />this ordinance, as authorized by State law (P.C. 827a, Section 8,
<br />Subsection 3.), hereby declares and determines upon the basis of
<br />engineering and traffic investigatio n that certain speed regula--
<br />tions shall be applicable upon specified streets or in certain
<br />areas, in which event it shall be prima facie unlawful for any
<br />person to drive at a speed in excess of any speed so declared in
<br />this ordinance when signs are in place giving notice thereof. .
<br />Section 2. Decreasing and Increasing State Speed Limit in
<br />Certain Zones. It is hereby determined upon the basis of an en-
<br />gineering and traffic investigation that the speed permitted by
<br />State law upon the following street is more than is necessary for
<br />safe operation of vehicles thereon in some areas and less than is
<br />necessary for safe operation of vehicles thereon in other areas,
<br />by reason of the designation and signposting of said street as a
<br />school zone and through highway and by reason of widely spaced
<br />intersections, and it is hereby declared that the prima facie
<br />speed limit shall be as hereinafter set f'orth on said street or
<br />p arts of said street herein designated at the time specified
<br />when signs are erected giving notice thereof:
<br />(a) On F.M. 79, or which is known in the City of Paris as
<br />19th Street, N. W., the speeds are fixed as f'ollows:
<br />1. From Bon.ham Street, North 0.619 miles to a point
<br />immediately North of Campbell Streetfs intersection with 19th
<br />Street, N. W. (F.M. 79), a speed limit of 35 miles per hour at
<br />all times, other than when the school children are actually cross-»
<br />ing the highway, which will be brought to the attention of motor--
<br />ists by means of portable signs or by electrically illuminated
<br />signs operating by time clock control, and during said times, be--
<br />tween a point 0.230 miles North from the mile post located at
<br />U. S. Highway's intersection with F.M. 137 and 79, said point
<br />being on 19th Street, N. W. (F.M. 79) and from said point in a
<br />Northerly direction along 19th Street, N. W. (F.M. 79) 0.200
<br />miles to a point 0.430 miles from said heretofore described mile
<br />post, a speed limit of 25 miles per hour, as shown by strip map
<br />prepared by the Texas Highway Department attached hereto.
