Cit~ of Paris Stud~ of Lake Crook March~ 2001 <br /> <br />In developing land plans for this study, the <br />consultant assumed no encroachment <br />would be made into the flood plains or <br />wetlands surrounding Lake Croolc <br /> <br />1.5.4 Texas Department of Health. The Texas Department of Health regulates on-site sewage <br />disposal in Texas. These would include septic and aerobic systems under 10,000 gallons per day <br />with either absorption fields, spray surface irrigation, or evapotranspiration fields. The state <br />regulations require that homes built within 300 feet ora public sewerage system must connect to <br />that system. Il'septic or aerobic systems are to be used for on-site disposal, the lots on which <br />these homes are built must usually be at least ½-acre in size. However, special orders by the <br />Texas Water Quality Board (now the Texas Natural Resource Conservation Commission) dating <br />back to 1971 dictates that within the Lake Crook watershed, minimttm lot sizes within a <br />subdivision must be 1-acre or more to use any on-site disposal systen~ If less than 1-acre lots are <br />platted, a community sewer system must be installed. <br /> <br />1.5.5 National Pollution Discharge Elimination System (NPDES). Tbepreventionofstorm <br />water runoffladen with silt and sediments into the nations streams and waterways is a priority of <br />thc Environmental Protection Agency. The disturbance of as little as ½-acre requires preparation <br />of a Storm Water Pollution Prevention Plan (SW3P) to prevent soil runoffand filing of a Notice <br />of Intent (NOI) to begin construction. The creation ora subdivision or the construction ora <br />soccer field equally fall under the umbrella ofthls law. Obviously, with the turbidity of Lake <br />Crook as high as it is, compliance with this law will be a major local enforcement issue as well <br />as federal as the city attempts to keep the lake from being further muddied. <br /> <br />Page 9 of 45 <br /> <br /> <br />
