Cit~ of Paris Stud~ of Lake Crook March, 2001 <br /> <br />The city closed NW 19~ Street in <br />the late 1980's as an access at the <br />point where the electrical <br />transmission lines cross the road <br />south of the developed city park on <br />the southeast shores of the lake. <br />The city had experienced a rash of <br />illegal activities in the park and <br />voted to close the street to facilitate <br />locking the park at night and better <br />controlling the criminal elements <br />which had laid claim to the park. <br /> <br />Other than recent city <br />improvements to the public park <br />area on the south shore, no <br />additional permanent development Figure 3 Looking north into city property <br />work has apparently been attempted <br />at the lake in the last thirty years. <br /> <br />2.1 CURRENT USAGE OF THE LAKE CROOK PROPERTY <br /> <br />2.1.1 Improvements. The city has installed two boat <br />ramps on the south shoreline near the water treatment plant <br />and has a small fishing pier between the two ramps. A metal <br />building picnic pavilion approximately 80 feet by 120 feet on <br />a concrete slab foundation has been added in recent years. <br />Also in recent years, the city has embarked on a steel post <br />and rod barrier system to keep users' vehicles on the <br />designated roadways and not allow vehicles up into picnic <br />areas or open spaces. Roads have recently been plowed and <br />re-graveled and leveled within this park. City forces have <br />also thinned and underbrushed several acres of parkland. <br /> <br />Figure 4 Park road <br /> <br />The gun and archer clubs have made limited improvements <br />through the construction of target ranges and target trails <br /> <br />:r 2.1.2 Access. Access to Lake Crook is severely limited. <br />'~ Two roads, one designated County Road 32900 and one a <br />city road designated Lake Crook Road (formerly C.R. <br />31700) provide the only access into the city park on the <br />south shore. The Lake Crook Road is very narrow and in poor condition. It was never designed <br />to carry significant amounts of traffic and must be upgraded if the south shoreline of Lake Crook <br />is to serve as a quality recreational area. Many of those surveyed in the mail-out indicated they <br />did not know how to access the park or were afraid to access the park on the only available <br /> <br />Page 14 of 45 <br /> <br /> <br />
