<br />MINUTES OF REGULAR MEETING
<br />PARIS-LAMAR COUNTY BOARD OF HEALTH
<br />The Paris-Lamar County Board of Health held a regular meeting at 6:00 p.m. on Tuesday, June
<br />26, 2012, in the City of Paris Council Chambers. Board members in attendance included Dr.
<br />Wally Kraft, Chairman, Mr. Bill Strathern, Mr. Brady Fisher, Dr. Robert Moseley and Dr. David
<br />Carpenter. Others in attendance included Judge Chuck Superville, Mr. Lawrence Malone, Mr.
<br />John Godwin, Mrs. Gina Prestridge, Mrs. Carla Rhodes, Ms. Cheryl Johnson, Mrs. Nita Johnson,
<br />Mrs. Elishia Brothers, Mrs. Rebecca Sanders, Mrs. Robert Moseley, Dr. Keith House, Dr. William
<br />H. George, Ms. Kristi Michelle Martin, Dr. Rick Erickson, Dr. Mark Gibbons, Ms. Mary Madewell,
<br />Mr. Charles Richards and one unidentified gentleman. Board Members that were not present at
<br />the meeting were Dr. Bert Strom and Mr. Larry Reaves.
<br />Meeting called to order at 6:00 p.m. by Dr. Wa11y Kraft
<br />Dr. Carpenter made the motion and was seconded by Mr. Strathern that minutes of previous
<br />meeting be approved.
<br />fntroduction of ail newly appointed hoard members, City Manager, County Judge and
<br />Commissioner Precinct # 1.
<br />Mrs. Prestridge presented appreciation plaques to all outgoing members.
<br />Mrs. Prestridge, Executive Director, updated the board about same future plans/projects
<br />including starting the clinic to work four 10-hour days, accepting payments with debit or credit
<br />cards, completing the PEHP and the Medicaid applications, preparing the annual budget and
<br />projected building budget, spraying for mosquitoes until 15t freeze, pactnering with Lamar
<br />County Indigent Health Care, new policies and pracedures including smake-free facility and
<br />HIPAA compliance.
<br />Mrs. Prestridge contacted North East Texas Public Health District in Tyler, Texas, for an
<br />example of by-laws for Board of Health.
<br />Mrs. Prestridge discussed four options to relocate the Paris-Lamar County Health Department.
<br />Option # 1- Paris Regional Medical Center, South Campus Emergency Roam, possible lease
<br />term agreement, Option # 2- Old Bonza 10,000 sq. ft. building located on 19t' S.W. Stree~
<br />Building would cost around $230,000 plus another $500,000 ta renovate, Option # 3- Old 1'aris
<br />Police building located on Bonham Street, costing around $764,000 to remove the asbestos and
<br />renovate, then Option # 4- old Department of State Health Service building, 20,000 sq. ft,
<br />located on the corner of 4th S.W. and West Sherman Street. Sell for $200,000, interest free for
<br />15C three years then at 6% interest for the next 7 years plus $100,000 renovation. Two best
