(a) P:o permit as required by said code shall be issued until the fee prescribed ir t?iis oxdinance shall haQe been -oaid. Nor shall an amendrient to a permit be approved until the additional fee, if any, due to an increase in the esti- mated cost of the building or structurs, aiiall huve been paia.
