<br />SECTIGN 4. Any person, firm or copporation ab~7avated or affectad bv any
<br />decisi n or act of any administrative office or officer of the City of Paris,
<br />acting under and by virtue of the provisions of this ordanance, may appeal to
<br />the City Council of the city of Paris t;y filin~ with the off'icer from whom the
<br />appeal is taken and with the City Clerk of the City of Paris aYotice of Appeal
<br />in writin~, specifyine the grounds thereof. Such appeal sha11 stay ali f ro-
<br />ceedings in the furtherance of the action appeAled from until the next regular
<br />meeting of the City Council, unless such appeal is taken up for cansideration
<br />by said Council before surh regular ^ieetino. 'lfhen it its jud,~~ment the City
<br />Council decides that said apleal involves an api lication f'or specl.al exception
<br />to the regulations of this ordinance, ar_d it is furt;her of the opinion that the
<br />public convenience and welfare will*ot be substantially or perrnanently injured,
<br />it shall, subjact ta appropriate conditions and safeguards, authorize sr.eciaJ.

<br />inrith reference ta matters contained herein, except in cases of conflict, if any,
