II. Should plans for the hangar go through the City's typical building plan review, <br />thereby requiring a building permit and applicable fees? <br />The Board recommends all hangars go through the City's typical building plan review, <br />including the requirement for building permits and fees. However, the Board also <br />recommended standards for hangars be developed if they are not already set out in the <br />building code. <br />III. Should special consideration be given in hangar leases which are used for business or <br />economic development purposes in contrast to purely personal use? <br />What should those considerations be? <br />The policy being developed for private hangars should apply equally to <br />business purpose hangars and personal use hangars. Economic incentives for <br />business-use hangars are available from and should be exclusively derived <br />from the Paris Economic Development Corporation. <br />2. Our lease does not prohibit living quarters per se (although the lease does say <br />it is for aviation purposes only), and people live in the hangars. Should future <br />leases allow this? <br />The Advisory Board recommended future leases provide tenants cannot live <br />in the hangar or have full living quarters in the hangar. The intent is to allow <br />some facilities which otherwise would be included in living quarters, such as <br />a bar, sink, bathroom facilities, and even a temporary cot. The point was <br />made that sometimes these hangars are used for parties and that should not be <br />prohibited. However, the Board was unanimous in its consensus that future <br />leases should not permit the tenant to live in the hangar. <br />IV. Specific begin and end date for construction. <br />Should it be required? <br />Yes. <br />2.
