Alk, Ah ORDIAIANCE N0. ~ Agb, 3N ORDINANCE PROVIDING FOR LOADING ZONFS AND 15 MINUTE PARKING ZONFS A►~ID CHARGES TO BE MAUE FOR THE MAIPtTENANCE OF SAID ZONES AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS for the purpose of regulating and supervising loading zones, 15 Minute Parking Zones and no- parking areas and to provide a fund to cover all costs involved in installing adequate sigas and to pay the cost of painting and repainting periodiaally ade- quate signs on the eideWal.ks and aurbs designating auch zonea, there is hereby imposed a fee aga3nst the applicant for aloading zune, 15 minute parking zone and a"deliversr only" zone in a no-parking axea and against any person, firm or corporation who desires the maintenance of a loading zone, 15 minute parking zone or a"delivery only" zone in a no-parking area abutting their property, a chaxge of One Dollar ($1000) per lineal foot per ysar for such space reserved as "delivery only", 15 md.nute parking zone, or as a "loading zone" for both pa,ssen- gers and freight, and an,y other loading zone so designated shall be available to anyone who may have loading or unloading to do in the immediate vicinity. A "loading zone" shall be designated by orange paint on the curb or by an upright sign, a 15 mi.nute paxking zone shall be designated by sign, and a"delinery only" zone shall be designated by using red paint. No "delivery only" perzrd.ts shall be isaued, exeept in fire lanea or where no-parking signs are erected; provided2 however, that no sueh permit for "delivery only" shall be granted where the flow of traffic would be impeded and traffic hazards created. "That every person, firm or corporation desiring or requiring a"loading zone", 15 minute parking zone, or a"delivery only'f shall make application to the City Se,cretary of the City of Paris, and if approved in the manner required by law, he shall transmit such request to the City Engineer, wha, before settin; aside such area by exhibiting signs shall have the collection of the annual Pee provided for herein certified to him by the City Secrstary of the City of Paris. The City Secretaxy shall thereafter collect the reneWal fee on the same basis for subse- quent years.. and in the event the same is not promptly paid, he shall so advise the City Engineer that the signs notifying the public of the restrictions on parking shall be remoeed, "Al1 loading zones and parking restrictions heretofore designated and set aside shall be sub3ect to the provisions of this ordinance and the person, firm or corporation abutting the street and sidewalk where sueh parking restriction is imposed shall immediately make application as herein provided as though a new parking and loading zone restrietion arere being imposed for the first tine." Due to the fact that there is not now any Ordinance providing charges for the mainteria,nce of loading zones, and 15 minute parking zonea in the City of Paris createa a public emergency requiring that rules and charter provisiona prohibiting passing of an Ordinance at the meeting at which it is introduced, and requiring 3ubmission to a 0ommittee be suspended, and the same is accordingly cone, and this Ordinance shall take effect fro:n and after its passage.
