ORDINANCE NO. 2012-019 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; <br />AMENDING CHAPTER 12 OF THE CODE OF ORDIIVAIVCES OF THE CITY OF <br />PARIS, AMENDIIVG ARTICLE I, !N GENERAL SECTION 12-1, COMPOSITION <br />OF DEPARTMENT, BY ELIMINATING THE FIRE TRAINING OFFICER <br />POSITION AND ADDING ONE (1) ADDITIONAL DEPUTY FIRE CHIEF <br />POSITION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, the Fire Department has traditionally maintained a Training Officer <br />position, which, though duties can be diverse, currently oversees Fire Department and the <br />IT and Safety Programs. The Training Officer works a 40 hour schedule and is a Fire <br />Department Staff Officer; however, the position is not within the Fire Department Chain-of- <br />command structure and, therefore has little supervisory authority; and, <br />WHEREAS, by abolishing the rank of Training Officer and adding another Deputy <br />Chief position, the Chain-of-Command issue will be corrected and greater flexibility will be <br />provided in maintaining the duties assigned. In making the assignment for training duties, <br />the Fire Chief and the Assistant Fire Chief will have four (4) individuals to choose from <br />instead of traditionally having to promote whoever makes the highest on a promotional <br />exam. This also allows for better cross-training and reassignment of duties, should the <br />need arise; and, <br />WHEREAS, The Deputy Chief selected for training duties, will work the 40 hour <br />week schedule and receive assignment pay more commensurate to the duties and <br />responsibilities required. <br />WHEREAS, the City Council deems it to be in the best interest of the City of Paris <br />and its citizens to amend the existing Fire Prevention Code by abolishing the rank of <br />Training Officer and adding one (1) additional Deputy Chief position as set out below; and, <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS, THAT: <br />Section 1. The findings set out in the preamble to this ordinance are hereby in all <br />things approved. <br />Section 2. Article I, In General, of Chapter 12 of the City of Paris Code of <br />Ordinances be, and is hereby amended to read in its entirety as follows: <br />
