CITY OF PARIS COMPREHENSIVE PLAN <br />ApperiCliX A-CAPITAL IMPROVEMENTS PROGRAM PROCESS <br />Priorities Setting <br />When the capital improvement process begins, the initial list of projects is little more than a <br />cataloging of needed and desired projects. As the Capital Facilities Committee establishes its <br />recommendations, the ranking of projects should become more formalized, based upon a given <br />set of considerations. Further, these considerations should follow throughout each level of <br />refinement. At a minimum, each project should be evaluated and scored based upon five major <br />factors, each of which has sub-elements to consider. The relative weight given to each element <br />in the ranking system is largely up to City's policy makers. For the purpose of this discussion, <br />each of the five major considerations is weighted equally, on a basis of one to five, with five <br />indicating the greatest degree of need. The ranking system, then, is based upon the elements <br />described below. <br />Maintenance <br />Ordinary - Is this a project which may be necessary and improve the quality of life, <br />but is not essential and could be postponed to a later year (example: street <br />reconstruction)? <br />Continuation - Is this project a continuation of a preceding years on-going effort and <br />therefore worthy of a higher degree of consideration? <br />Imminent - Is this a project that represents some threat to the public health or safety if <br />not undertaken? A failure in a sewage system would rank highly, while a <br />nonessential bridge that could be temporarily closed might rate less highly. <br />Redevelopment <br />Support of Downtown Paris - Does the project support revitalization along corridors <br />leading to the Downtown, such as along Clarksville Street or Lamar Avenue, or the <br />other corridors leading to the Downtown, as advocated in the Comprehensive Plan? <br />Stabilization of Decline - A project in the downtown core, or in a designated <br />Neighborhood Stabilization Target Area, which seeks to stem physical decline, might <br />receive a higher rating than one within a blighted area because it can be seen as <br />eliminating a greater problem before it occurs. <br />New Construction - Projects that encourage new construction in older areas of the <br />community are as important in many instances as projects in new areas. <br />Consequently, they too should be given consideration in the programming process. <br />Public Policv Support <br />Comprehensive Plan - Projects which serve to implement the goals of the <br />Comprehensive Plan-particularly to serve growth in the designated growth area <br />where sewer and water service can be most cost-effectively extended-should be <br />given immediate consideration. <br />5:08288\WPCltinal rcpurt 2-01.dm- 82 BWR <br />
