In addition, we are <br />providing a suggested Order to carry into effect the necessary findings of the City Council <br />regarding reapportionment, again based on the initial assessment. <br /> <br /> On page 3 of the Initial Assessment, you will fmd a document that details the statistical <br />measurements applicable to the City of Paris following the 2000 census. The most important <br />measurement, in terms of reapportionment, is the Total Maximum Deviation, which is the range <br />of deviation between the largest precinct in terms of population, and the smallest precinct, in <br />terms of population. A total maximum deviation in excess of 10% will trigger a duty to <br />reapportion under applicable law. The City of Paris has a total maximum deviation of 53.25%. <br /> <br /> As a result of our initial assessment, we are of the opinion that The City of Paris will be <br />legally obligated to reapportion its political boundaries. <br /> <br />We are providing a suggested Order for action by the City Council to reflect this finding. <br /> <br /> Please distribute the copies of the Initial Assessment accordingly. One copy should go to <br />Larry W. Schenk, the City Attorney.
