RESOLUTION NO. 220$ <br />WHEREAS, the City Council of the City of Paris is aware <br />that the 72,000 mile Texas highway system, once recognized <br />as the best in the nation, is deteriorating. According to <br />studies of the Federal Highway Administration, Texas has <br />17,200 deficient bridges and 7,740 miles of highway rated in <br />poor condition. Motorists in all parts of the state are <br />suffering a continuing loss of mobility. Major problems <br />have been observed on Farm to Market roads, rural primary <br />highways, Interstate routes, and urban freeways; and, <br />WHEREAS, Current funding sources available to the State <br />Department of Highways and Public Transportation are inade- <br />quate to maintain the existing highway system and to improve <br />the system to keep up with the growth of the state. It is <br />estimated that the state's population will increase 50% by <br />the year 2000. This anticipated growth will place substan- <br />tially higher demands on the state's transportation facilities <br />and services; NOW, THEREFORE, <br />BE IT RESOLVED BY THE; CITY COUNCIL OF THE CITY OF <br />PARIS, That the 68th Texas Legislature be urged to act <br />expeditiously to provide additional funding for highway <br />construction and maintenar.ice. <br />BE IT FURTHER RESOLVED, That the level of state funding <br />for highways be at least Equivalent to defined state highway <br />user fees and taxes. <br />BE IT FURTHER RESOLVED, that the state highway user <br />fees be increased if necessary to meet the highway funding <br />needs documented in the revised 20-Year Plan of the State <br />Department of Highways and Public Transportation, <br />Passed and adopted this the llth day of October, 1982. <br />J e Graham, Mayor <br />ATTEST: <br />n_ - <br />Jo N.
