XHIBIT "A~~ ~~~NDA[ TEM <br />PROFESSIONAL SERVICE CONTRACT <br />STATE OF TEXAS J <br />COUNTY OF LAMAR I <br />That the City of Paris, <br />by and through its Mayor, Joe <br />City and RIM Enterprises, Inc <br />L. Jones, Jr., P.O. Box 881, <br />to as Consultant do contract <br />KNOW ALL MEN BY THESE PRESENTS: <br />~ . _ . <br />Paris, Texas, a municipal corporation acting <br />Graham, hereinafter referred to as <br />. represented by Charles F. Lucas and Robert <br />Pittsburg, Texas 75686, hereinafter referred <br />and agree as follows: <br />l. The City wishes to procure and the Consultant desires to provide <br />professional services for the purpose of administering the Housing <br />Rehabilitation Activities for Community Development Block Grant B-82-DH- <br />48-0036, hereinafter referred to as Project, in compliance with the U.S. <br />Department of Housing and Urban Development regulations for which the City <br />agrees to pay as hereinafter stated. <br />2. The professional services to be provided by the Consultant are as <br />follows: <br />A. Hausing Rehabilitation Admiriistration - The Consultant will provide <br />services necessary for the proper administration of all aspects of <br />the housing rehabilitation c;omponents of the Community Development <br />Block Grant Program. These services will include but are not <br />necessarily limited to the f~ollowing: <br />l. Housing Rehabilitation (Grants) - As defined in the Community <br />Development Block Grant Application, a minimum of 46 (forty-six) <br />owner-occupied housing units shall be rehabilitated to Department <br />of Housing and Urban Development (HUD) minimum housing quality <br />standards. This activity shall be arranged and coordinated by <br />the Consultant regarding solicitation and qualification of <br />applicants, assessment of work required to bring each unit to <br />minimum standards, and acquisition of qualified Contractor(s) <br />for the accomplishment of the work. Attachment A provides a <br />detailed scope of required services. <br />2. Rental Rehabilitation Loan Leveraging - The Consultant shall <br />undertake all administrative functions to successfully implement <br />the Loan Leveraging Program as specified in Attachment A. <br />3. Emergency Repair Prograiri - The Consultant shall undertake all <br />administration and rehabilitation functions to successfully <br />implement the Emergency Repair Program as specified in <br />Attachment A. <br />
