(b) Bidders are required to inform themselves fully of the conditions <br />relating to construction and labor under which the work will be <br />performed. The Contractor must employ, insofar as possible, such <br />methods and means in carrying out the work as will not cause any <br />interruption or any interference with any other Contractor. <br />(c) If any person contemplating submitting a bid for a proposed <br />contract is in doubt as to the true meaning of any part of plans, <br />specifications or other proposed contract documents, he may sub- <br />mit to the Manager of the Municipality a written request for an <br />interpretation thereof. The person submitting request will be <br />responsible for its prompt delivery. Any interpretation of the <br />proposed doc.uments will be made only by addendum duly issued and <br />a copy of such addendum will be mailed or delivered to each <br />person receiving a set of such documents. The Municipality will <br />not be responsible for any other explanation or interpretation of <br />the proposed documents. <br />6. Delinquent Bidders. No contract will be awarded to any person, firm <br />or corporation that has been delinquent or unfaithful in any former <br />contract with this Municipality, or who is a defaulter as surety or <br />otherwise upon any obligation to the said Municipality. <br />7. Execution of Documents. The Contractor, in signing his bid on the <br />whole or on any Division of the work, shall conform to the following <br />requirements: <br />(a) Bids which are not signed by individual making them should have <br />attached thereto a power of attorney evidencing authority to <br />sign the bid in the name of the person for whom it is signed. <br />(b) Bids which are signed for a partnership should be signed by all <br />of the partners or by an attorney-in-faet. If signed by an <br />attorney-in-fact, there should be attached to the bid a power of <br />attorney evidencing authority to sign the bid, executed by the <br />partners. <br />(c) Bids which are signed for a corporation should have the correct <br />corporate name thereof and the signature of the President or <br />other authorized officer of the corporation manually written be- <br />low the corporate name following the word "By <br />(d) If such a bid is manually signed by an official other than the <br />President of the corporation, a certified copy of a resolution of <br />the Board of Directors evidencing the authority of such official <br />to sign the bid should be attached to it. Such bid should also <br />bear the attesting signature of the secretary of the corporation <br />and the impression of the corporate seal. <br />I - 11 <br />
